<br />,.('\ .._",;:~ <br />(J <br />ORbrNANCE NO. 131 <br /> <br />n1 ORDIUA1WE PROVItlING FOR THE LICENSING AnD REGUUTI01f OF JUl:iK DEALERS AND JUNK <br />G A TF.J:,"RERS . <br /> <br />The Village Council of Reseville ordains: <br /> <br />SECTION 1 <br /> <br />No person shall engage in the business of gathering, buying, selling or storing <br />old or scrap metals, old rags, empty bottles, bones, secondhand plumbing supplies, <br />old packing boxes or barrels, secondhand automobile parts, secondhand automobiles to <br />be junked, or scrap metals of any kind or description, without first obtaining n <br />license so to do in accordance with the provisions of this ordinance. <br /> <br />The term "junk gatherer" as used in this ordinance shall mean any person who <br />makes a business of going about the Village and purchasing the materials named in <br />this section from the general public. The term "junk dealer" shall include all <br />persons who have an established place of business and maintain store-yards, store- <br />roOfts, or store-houses, for the purpose of storing their junk or other materials <br />named in this section, or all persons who purchase junk or any other of the materials <br />described in this ordinance for the purpose of shipping or delivering the same out- <br />side of the Village of Roseville. <br /> <br />SECTION 2 <br /> <br />All applicants for a license to deal in or buy junk as provided in Section One <br />of this ordinance, shall file with the Village Clerk a written application for such <br />license in which he shall correctly state the nature of the business for which the <br />license is desired and his full name, age and place or places of residence for the <br />past five years, and whether or not he has ever been arrested or convicted for <br />violation of any license law or regulation and if so when and where, and whether he <br />is a junk dealer or junk gatherer. <br /> <br />SECTION 3 <br /> <br />The license herein provided for may be issued by the Village Council upon the <br />presentation of the application properly approved as provided for in Section ~vo of <br />this ordinance and upon the presentation of a receipt from the Village Clerk, showing <br />the payment of the license fee hereinafter required. <br /> <br />SECTION 4 <br /> <br />All I!u:nk Gatherers shall pay a license fee of Ten ($10.00) dollars. AIl. Junk <br />Dealers shall pay a license fee of One Hundred ($100.00) dollars. <br /> <br />SECTION 5 <br /> <br />All ~ersonscollecting and buying junk fr~_ the general public as the servant, <br />agent or emploJ~ of another, shall be considered independent junk dealers or <br />gatherers under the terms of this ordinance, and shall be licensed accordingly. <br />~. <br />SEWIOn 6 <br /> <br />No junk dealer or junk gatherer shall buy any junk or any other article described <br />in Section 1 of this ordinance from any person, w~le or f6W~le, under legal age, nor <br />from any domestic servant, or between the hours of six o'clock P.M. and seven o'clock <br />A.M. on week days, or a.t any time or from any person on Sundays, provided_ however, <br />that it shall be a sufficient defense against the cr~rge of making such purchases an <br />
