The Village Council of Reseville ordains: SECTION 1 No person shall engage in the business of gathering, buying, selling or storing old or scrap metals, old rags, empty bottles, bones, secondhand plumbing supplies, old packing boxes or barrels, secondhand automobile parts, secondhand automobiles to be junked, or scrap metals of any kind or description, without first obtaining n license so to do in accordance with the provisions of this ordinance. The term "junk gatherer" as used in this ordinance shall mean any person who makes a business of going about the Village and purchasing the materials named in this section from the general public. The term "junk dealer" shall include all persons who have an established place of business and maintain store-yards, store- roOfts, or store-houses, for the purpose of storing their junk or other materials named in this section, or all persons who purchase junk or any other of the materials described in this ordinance for the purpose of shipping or delivering the same out- side of the Village of Roseville. SECTION 2 All applicants for a license to deal in or buy junk as provided in Section One of this ordinance, shall file with the Village Clerk a written application for such license in which he shall correctly state the nature of the business for which the license is desired and his full name, age and place or places of residence for the past five years, and whether or not he has ever been arrested or convicted for violation of any license law or regulation and if so when and where, and whether he is a junk dealer or junk gatherer. SECTION 3 The license herein provided for may be issued by the Village Council upon the presentation of the application properly approved as provided for in Section ~vo of this ordinance and upon the presentation of a receipt from the Village Clerk, showing the payment of the license fee hereinafter required. SECTION 4 All I!u:nk Gatherers shall pay a license fee of Ten ($10.00) dollars. AIl. Junk Dealers shall pay a license fee of One Hundred ($100.00) dollars. SECTION 5 All ~ersonscollecting and buying junk fr~_ the general public as the servant, agent or emploJ~ of another, shall be considered independent junk dealers or gatherers under the terms of this ordinance, and shall be licensed accordingly. ~. SEWIOn 6 No junk dealer or junk gatherer shall buy any junk or any other article described in Section 1 of this ordinance from any person, w~le or f6W~le, under legal age, nor from any domestic servant, or between the hours of six o'clock P.M. and seven o'clock A.M. on week days, or a.t any time or from any person on Sundays, provided_ however, that it shall be a sufficient defense against the cr~rge of making such purchases an
