119 ORDINANCE NO. 155 AN ORDINANCE REGULATING PLUMBING, REQUIRING A PERMIT FOR PLUMBING WORK, ESTABLISH- ING MINIMUM PLUMBING STANDARDS, AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF. The Village Council of Roseville does ordain as follows: SECTION 1 No person, firm or corporation shall carry on the business of , plumbing or installing plumbing within the Village of Roseville without first having been licensed by the State of Minnesota as a master plumber, and no person shall work therein as a journeyman plumber without first haVing been licensed by the State of Minnesota. SECTION 2 The Minnesota Plumbing Code as adopted by the Minnesota State Board of Health July 20, 1937, and as amended prior to the date hereof, is hereby adopted and shall be in full force and effect in this Village insofar as applicable to plumbing and plumbing construction therein. All work done hereafter in this Village shall be done in accordance with the provisions thereof. SECTION 3 Three copies of the above Code as aforesaid shall be filed by the Clerk in his office for inspection and use of the public and shall be marked by the Clerk with the words "Village of Roseville - Official Copy". This ordinance shall become effective upon such filing and upon the publication of this ordinance as required by law. SECTION 4 It shall be unlawful to construct, install, alter or repair any plumbing, drain, vent, sump, water closet, sink, lavatory or any other plumbing fixture within the Village of Roseville without first obtaining a permit to do such work. Application for such permit shall be made at the office of the Clerk on forms supplied by the Village. The application shall be accompanied ~y the respective fees as follows: For construction or reconstruction of cesspool or privy vault. . . $2.00 For the first fixture or fixture opening . . . . . . . . . . . . . 2.00 For each additional fixture or fixture opening . . . . . . . . .50 For the repair or alteration of any sanitary plumbing system. .. 2.00 Provided, however, that no permit shall be required in case of repairs not affecting sanitation, such as mending leaks in faucets, valves or water supply pipes, mending of broken fixtures, tanks,kitchen boilers, releasing frozen pipes or rodding and flushing any house sewer or drain. SECTION 5 There is hereby created the position of Plumbing Inspector who shall be appointed by the Council. The person appointed to said'position shall be a competent plumber who shall have had at least two years experience as a journey- man or master plumber in the practice of his trade; shall be well versed in
