SECTION 8 Subsc,ction 1: !tUTHORITY FOR WORK WITHIN STREET RIGHT OF WAY After the recording of the final plats, the streets thp.rein are under the jurisdiction of the Vil1a["o Council. Any person or persons proposing to do any work of any kLnd or to make any improvement such as the construction of curbing, sidewalk, boulevards, the planting of grass or of trees will be required to obtain permission therefor from the Village Council and to abide by all the rules and regulations then"in effect. ,.,.
