All slopes botl1oen the so-called berm and the natural ground shall be constructed by the developer outside of the right of way and the mmer shall furnish the Village Council with a letter guaranteeing this construction of slopes previous to sub- mi t ting the final plats for approval. SECTION 5 S2;CTION 6 CONSTRUCTION AGREEMENTS After the Village Council has received and accepted the plans, specifica- tions and report of its engineer for the construction of streets,and the drainaGe of the property, the owner shall be required to sign an a"reement with the Village Council to perform all of the necessary construction work at his olm expense in accordance Hi th tho said plans and specifications and to the satisfaction of the Village Engineer. In' any proposed plat all grading work shall be completed and accepted by the Village Council previous to the recording of the final plat. If it is impossible to perform such vwrk previous to filine the final plats, the developer shall post with the VillaGe Council a performance bond equal in amount to the enginp.er1s entimatc for such work, which shall guarantee said construction within one year. SURFACING After the street in any subdivision has bOAn graded by the developer in accordance .Ii th the specifications for street gtadine; which have been made 13 part of those regulations and this grading hns been approved by the Village Engineer, arrangements shall be made by the developer as called for in lISpecifications for Street Stabilization- Cut-back Asphalt" of these regulations for the oil stabilization of the roadbed.
