<br />SECTION I.
<br />PURPOSE AND JURISDICTION
<br />Because each new subdivision accepted

<br />(i) Street Width is the shortest distance
<br />between lines of lots delineating the street.
<br />(j) Thoroughfare is a public right-of-
<br />way with a high degree of traffic contin-
<br />uity and serving as an arterial trafficway
<br />between the various districts of the Rose-
<br />ville area, as shown in the Comprehensive
<br />Plan.

<br />lating streets within such a development.
<br />(1), Minor Street is a street other than
<br />a thoroughfare or colIector street which
<br />affords local access to abutting properties.
<br />(m) Marginal-access Street is a minor
<br />sit-eet which is parallel to and contiguous
<br />with a thoroughfare, and which provides
<br />access to abutting properties and protec-
<br />tion to local traffic from fast, through.
<br />moving traffic on the adjoining thorough-
<br />fare. .
<br />(n) Cul-de-sac is a sh")rt minor street
<br />having one open end and being permanent-
<br />ly terminated at the other by a vehicular
<br />turn-around.
<br />(0) Building Setback Line is a line with-
<br />in a lot or other parcel of land, so desig-
<br />nated en the plat of the proPOsed subdivi-
<br />sinn. between which, and the adjacent
<br />iJ,.undary 01 the stI'eet Ulnn which the Int
<br />aJmts, the erection of an enclosed structure
<br />or fence or portion thereof, is prohihited.

<br />ceipt of the preliminary plan at a meeting
<br />of the Planning Commission, or the Vil-
<br />lage Council may take action without it.
<br />The reports of the Village Engineer and
<br />the V,lhge Attorney shalI be due within
<br />fifteen days from receipt of said plan. In
<br />the event the plan involves special prob.
<br />lems or is in conflict with the Compre-
<br />hensive Plan or with the Planning Com-
<br />mission's planning studies, the secretary
<br />of the Planning Conlmission shall be di-
<br />rected to notify the owner or subdi vider
<br />as to the time and place of the Planning
<br />Commission's meeting, at which he will
<br />be afforded an opportunity 01 being heard

<br />the preliminary plan with the VilIage
<br />Council, the Village Council shall set a

<br />the VIllage Council shall approve or dis.
<br />opprove the plan. If the Council shall dis-
<br />approve said plan. the grounds for any such
<br />refuFal shall be set forth in the proceedings
<br />of the Council and reported to the pel son
<br />or persons applying for such approval.
<br />(6) Approval of the preliminary nlan
<br />shall be null and void unless within sixty
<br />days after receiving the last required ap.
<br />proval of the preliminary plan, there shall
<br />be submiued to the ViUage Council, an
<br />original and three copies of the final plat,
<br />which may embrace all or part of the area
<br />shown on the preliminary lllan. The ViI.
<br />lage Council shall refer the original and
<br />Olle ccpy of the plat to the Plannin~ Con.-
<br />mission for its examination and repJI"t. and
<br />.hali rder one copy of the plat to the Vil-
<br />lage Engineer for his examination and re-
<br />port. The report of the Planning Commis-
<br />sion shall be due within 30 days after reo
<br />ceipt of the PI'e1iminary plan at a meetir.g
<br />cf the Planlling Commission or the Vil-
<br />lage Council may take action without it.
<br />The report of the Village Engineer shall be
<br />due within fifteen days frotTI receipt of said
<br />plat, In the event the plat involves special
<br />problems or is in conflict with the Compre-
<br />hensive Plat, the secretary uf the Planning
<br />Commission shall be directed to notify the
<br />owner or ~ubdi vider as to the tinle and
<br />place of the Planning Ccnlmission meet-
<br />ing, at which he will be a/forded an oppor-
<br />tunity of being heard. In addition, at the
<br />time of filing the final plat, the owner or
<br />owners of the land covered by the plat,
<br />shall submit to the Village Council, a pe-
<br />tition for rezoning to the precise proposed
<br />bture use of said land.
<br />(c) Following linal approval or disap-
<br />proval by the Village Council, the Clerk
<br />shall notify the owner or subdivider of the
<br />Council's action, and within thirty days
<br />thereafter, the final plat, as approved, shall
<br />be filed with the Village Clerk. Any ap-
<br />pro'Yal of the final plat by the Village
<br />Council shal!, however, be null and void if
<br />the plat is not recorded with the Register
<br />of Deeds or the Registrar of Titles of the
<br />C/.)unty within 30 days after the date or
<br />approval. unless application {or an exten.
<br />sion of time is made in writing during said
<br />30 day pCI-iod to the Villag-e Council and
<br />granted. A print 01 the final ,plat, after
<br />the plat has been recorded witg: the Regis-
<br />t..:r of Deeds or the Registrar of Title of
<br />the Ccunty, shall be filed with the Village
<br />Clerk.
