31-'\ Ordinance #233 Adopted July 23, 1957 An ordinanoo providing for all matters concerning regulating or effecting the licensing of House Sewer Contractors for the purpose of procuring and fixing responsibility to the Village of Roseville and the public, and to insure a standard type of workmanship. This is an emergency ordinance rendered necessary ~or the preservation of the public peace, health and comfort. The Village Council of Roseville does ordain: SECTION 1. All matters pertaining to the licensing of House Sewer Contractors shall be vested in the Board of Examiners which shall hereafter conduct such examinations and the Village Clerk s hall issue such licenses as are hereinafter provided. SECTION 2. The term "House Sewer Contractor" shall be understood to indicate any person engaged in the business of building or repairing that portion of the house or building sewer extending from the property line to the main sewer or other outlet, provided, however, a licensed house sewer contractor under the supervision of a licensed master plumber may also build and rePair that portion of the house building sewer extending from the property line to the house or building upon the property. SECTION 3. Any person desiring to become a House Sewer Contractor in the Village of Roseville shall make application to the Village, Clerk, Chairman of the Board of Examiners, hereinafter provided for, and shall at such time and place as said Board may designate be required to submit himself to such examination as to his qualifications to work at or engage in the business as a House Sewer Contractor as the Board may deem advisable. SECTION 4. There shall be a Board of Examiners of five (5) members, consisting of the Village Clerk, who shall be Chairman, the Village Engineer of the Village of Roseville, a Sewer Inspector, who shall act as Secretary, and two Licensed House Sewer Contractors. The Sewer Inspector and the two House Sewer Contractors shall be appointed to the Board of Examiners by the Village Council. Said appointed members shall hold office until the first day of July, following appointment and shall serve without compensation.
