<br />~J .- -.- <br />--1 '.t) (;. <br /> <br />ORDINANCE NO. ~. <br /> <br />AN ORDINANCE ESTABLISHING A PUBLIC RECREATION BOARD <br />OF THE VILLAGE OF ROSEVILLE AND DEFINING ITS MEMBERSHIP, <br />POWEBS AND DUTIES. <br /> <br />The Village ot Rosenlle ordains: <br /> <br />SECTION I. <br /> <br />There is here",," created and established a Recreation Board of the <br />Village ot Beseville. Said Recreation Board shall consist of seven (7) <br />lIembers appointeCl by" the Village Council ot Roseville as follows: Two (2) <br />members shall appei.ted tor the term of one (1) Tear, two (2) members tor <br />the term of two (2) Tears, and three (3) members for the term of three (3) <br />Tears. lew members appointed atter the original Board shall be appointed <br />for a term of three (3) Tears. In case of 8:11T Tacancy during the term of <br />otfice of any of the members ot the Board, the Village Council shall appoint <br />a new member to serve the remainder of the term. Members ot the Board shall <br />serve without compensation. Immediatel,. following the appointment ot all <br />members of the origiJlal Board, the Board shall meet and organize themselves <br />b.1 electing such officers as may be necessary, and shall adopt such rules <br />and regulations tor the conduct ot its work as it may seem necess&ry' and <br />advisable within the provisions of the Statutes of Minnesota and this <br />Ordinance. One of these regulations shall be a provision tor a regular <br />monthly'meeting of the Board. Four (4) members present at a regular or <br />special meeting of the Board shall constitute a quorum. <br /> <br />SECTION II. <br /> <br />The Recreation Board shall have the power to establish the Recreation <br />polia,r and to conduct 8:11d s.perTiee recreation areas, facilities, services and <br />programs tor all types ot public recreation, and shall have the power to conduct <br />activities and pq tor the necesBary' superrl.sion incidental thereto, on the <br />grounds and properties owned, leased or controlled by" the Village of Roseville, <br />or on other pro,erties with the consent of the owners or authorities who control <br />the propertT. <br /> <br />SECTION III. <br /> <br />Said Recreation Board shall establish the qualification for employment <br />and shall have the power to emploT and detenaine the compensation of a trained <br />and qualitied Director ot Recreation, and such other assistants, supervisors, <br />directors, play leaders or other employees that may be J1ecess&ry', in its judgment, <br />tor the efficient administration, conduct and development of the public recreation <br />program, within the _Bies provided lor such purpoees by the Village. Said <br />Director ot Recreation shall serve as administrative officer of the Board and <br />may act as its secretary. Said Board shall haTe the power ot coordination ot <br />services with other gO'Yernmental programs, solicit and train volunteers, purchase <br />supplies and equipment, develop and maintain facilities, procure or lease public <br />or private properties, areas or tacilities that may be required tor progrus, <br />
