<br />stating its findings and recommendations, unless within said 60 <br /> <br />days the Planning Commission requests additional time to make a <br /> <br />written report to the Council. The Council may extend the Planning <br /> <br />Commission's time to make a written report upon such request <br /> <br />from the Planning Commission made in writing to the Council within <br /> <br />said 60 days. <br /> <br />16. 030. Hearing Before Village Council. The Village <br /> <br />Council shall hold a public hearing within 30 days after the receipt <br /> <br />of the report and recommendation from the Planning Commission. <br /> <br />If the Planning Commission fails to make a report to the Council <br /> <br /> <br />within the time provided for in Section 16.020, then the Council <br /> <br /> <br />shall hold a public hearing within 30 days after the expiration of <br /> <br /> <br />said period. Failure to receive a report from the Planning <br /> <br />Commission as herein provided shall not invalidate the proceedings <br /> <br />or actions of the Council. The Council shall give not less than 10 <br /> <br />days nor more than 30 days' notice of time and place of such hearing <br /> <br /> <br />published in the designated legal newspaper for the Village, and <br /> <br /> <br />such notice shall contain a description of the land and the proposed <br /> <br /> <br />change in zoning. At least 10 days before the hearing the Council <br /> <br />shall mail an identical notice to the owner and to each of the property <br /> <br />owners within 250 feet of the outside boundaries of the land proposed <br />
