<br />(4) DRIVER'S PERMIT. Permission granted by the Village <br />of Roseville to any person to drive upon the streets of said Village any <br />licensed public vehicle. <br /> <br />(5) PUBLIC VEHICLE LICENSES. Permission granted by the <br />Village of Roseville to any owner~ whether such owner is an individual~ <br />firml partnership~ corporation or association~ to operate any public <br />vehicle in said Village. <br /> <br />(6) OWNER. The word "owner" shall mean any person~ firm~ <br />co-partnership~ corporation or association that has the bona fide legal <br />title and right of control~ direction~ operation and maintenance of such <br />licensed public vehicle so operated for hire on the streets of the Village <br />of Roseville. <br /> <br />114.020. License Required. No person~ firm~ co -partnership~ <br />corporation or association shall use or operate for hire~ within the limits <br />of the Village of Roseville~ any public vehicle without first obtaining a <br />public vehicle license so to do for each public vehicle as herein provided. <br /> <br />114.030. Applicant Requirements. Each applicant for permit to <br />operate for hire a public vehicle must comply with the following conditions: <br /> <br />(1) Be the State license registered owner of the public vehicle. <br /> <br />(2) Be a citizen of the United States~ or have made application <br />for first papers. <br /> <br />(3) Be of the age of twenty-one (21) yearsl or over~ in the case <br />of an individual~ and in the case of any co-partnership or corporation~ must <br />be authorized to operate taxicabs and carryon business in accordance with <br />the laws of the State of Minnesota. <br /> <br />(4) Must fill out upon a blank form to be provided by the Village <br />Clerk~ information this chapter requires~ and this form must be approved <br />by the Village Council. <br /> <br />114.040. License Fee. Public vehicle licenses shall be issued for <br />the calendar year~ and the license fee for each public vehicle license is <br />hereby fixed at Thirty Dollars ($30) per year. There shall be no pro-rating <br />of the license fee for periods shorter than such calendar year. <br /> <br />114.050. Licenses Available After Hearing By Council. No public <br />license shall hereafter be issued unless the Village Council~ after a hearing~ <br />shall by resolution declare that public convenience or necessity require the <br />proposed public vehicle service for which application for a license is made. <br />
