RESTRICTED OPERATION shall mean the sanitary <br /> <br />handling, transportation, storage, preparation or serving of <br /> <br />foods limited to prepackaged food or drink which is obtained <br /> <br />from a Roseville licensed bQsiness. <br /> <br />22. SELL OR SALE is any transaction of a mercantile <br /> <br />character. <br /> <br />23.
