<br />(3) Where new homes or buildings do not <br /> <br />have a watermain available to the property, the Village <br /> <br />Council shall determine whether and under what conditions <br /> <br />the municipal water system will be extended to serve the <br /> <br />property or a private well allowed. <br /> <br />IV. <br /> <br />Section 66.242 of the Village Code is hereby <br /> <br />amended by amending paragraph (7) of said section to <br /> <br />read as follows: <br /> <br />(7) Examination and Licensinq: Fee and <br />Insurance Required. The Board shall examine the applicant <br /> <br />as to his practical knowledge of the work incidental <br /> <br />to excavation and backfilling of water service connections, <br /> <br />and if satisfied as to the competency of such applicant, <br /> <br />the Board may recommend to the Village Council that a <br /> <br />license be issued. Thereafter, the Council, after <br /> <br />considering the recommendation of the Board, may approve <br /> <br />or reject said application. If the Council approves the <br /> <br />application, a license authorizing the applicant to engage <br /> <br />in the business of excavating and backfilling water service <br /> <br />connections shall be issued, but only after the filing of <br /> <br />the required insurance and the payment of the fee <br /> <br />hereinafter provided. <br />
