<br />and until such dog or cat shall not attract other dogs <br />or cats on account thereof. The police officers of the <br />Village shall take up and impound any dog or cat found <br />in violation of this provision, and release it only <br />upon the order of the Council after the payment of the fees <br />provided in Section 145.080. <br /> <br />145.140 Restrictions on Certain Doqs and Cats. <br />No person shall keep or harbor a dog or cat which habit- <br />ually barks, cries or mews between the hours of 10:00 p.m. <br />and 6:00 a.m. No dog or cat owner shall permit his dog <br />or cat to damage, any lawn, garden or other property. <br /> <br />145.150 Interference with Officers. No person <br />shall break open the pound or attempt to do so, or take <br />or let out any dogs or cats therefrom, or take or attempt <br />to take from any officer any dog or cat taken up by him <br />in compliance with this Chapter, or in any manner interfer <br />with or hinder such officer in the discharge of his duties. <br /> <br />145.180 Muzzlinq. Whenever the prevalance of <br />hydrophobia renders such action necessary to protect the <br />public health and safety, the Mayor shall issue a pro- <br />clamation ordering every person owning or keeping a dog <br />or cat to confine it securely on his premises unless it <br />is muzzled so that it cannot bite.
