<br />October 1 of any year shall be certified to the County <br />Auditor for collection with real estate taxes in the <br />following year. This certification shall take place <br />regardless of who applied for sewer services, whether <br />it was the owner, tenant or other person. All applications <br />for sewer service shall contain an explanation in clear <br />language that unpaid sewer bills may be collected in <br />real estate taxes in the following year.
