<br />zoning to the extent specified in this Chapter, however, where <br />this Chapter imposes greater restrictions, the provisions of <br />this Chapter shall prevail. <br /> <br />93.060. Interpretation. In the interpretation <br />and application, the provisions of this Chapter shall be held to <br />be minimum requirements and shall be liberally construed in <br />favor of its expressed purpose. <br /> <br />93.070. Severability. The provisions of this <br />Chapter shall be severable, and the invalidity of any paragraph, <br />subparagraph or subdivision thereof shall not make void any <br />other paragraph, subparagraph, subdivision or any other part. <br /> <br />93.080. Definitions. For the purposes of this <br />Chapter, certain terms or words used herein shall be interpreted <br />as follows: The word" shall" is mandatory, not permissive. All <br />distances unless otherwise specified shall be measured horizontally. <br /> <br />(1) "Building Line" means that line measured across <br />the width of the lot at the point where the main structure is placed <br />in accordance with setback provisions. <br /> <br />(2) "Cluster Development" means a pattern of <br />subdivision development which places housing units into compact <br />groupings while providing a network of commonly owned or dedicated <br />open spaces. <br /> <br />(3) "Conditional Use II means a use of shoreland s <br />which is permitted within a zoning district only when allowed by <br />the City Council, after public hearing, if certain conditions are <br />met which eliminate or minimize the incompatibility with other <br />permitted uses of the district, and shall be authorized by a <br />"Conditional Use Permit. " <br /> <br />(4) "Natural Environmental Conservation Area" <br />(NECA) is an area of land or water which contains within its <br />boundaries conditions deemed desirable to be retained in <br />the public interest due to its aesthetic and/or ecological value <br />to the public. Such conditions shall include natural wetlands <br />capable of sustaining aquatic life, vegetation, substantial <br />tree growth, and other natural living growth contrasting with <br />typical man-made urban development. Such areas shall include <br />all undeveloped lands within 300 feet of public waters and all <br />other areas adjacent to other lakes, ponds or wetlands hereafter <br />designated as such by resolution of the council. <br /> <br />-3- <br />
