<br />or accessory building of a one or two family residence. <br /> <br />(3) Unless otherwise specified in Section (2), <br />above, all permits issued pursuant to Section 32.190 <br />or 31.160 shall expire one year after issuance, unless <br />a lesser period is specified on said permit, and all <br />such permits which have been outstanding for more <br />than one year shall be terminated 90 days after the <br />effective date of this ordinance with the right of <br />such permit holders to reapply. <br /> <br />III. <br /> <br />Section 32.190 of the City Code of the City of <br /> <br />Roseville is hereby amended to read as follows: <br /> <br />32.190. Excavations, Grading, Surfacing and <br />Filling. <br /> <br />For the excavation, grading, surfacing or filling <br />for any building, structure, plot or area of ground <br />occupied by a building or in preparation for construction <br />of a building, the permit fee charge shall be made at <br />the rate of $5.00 for the first 1,000 square feet or <br />fractional part thereof contained in said area, plus <br />$2.00 for each additional 1,000 square feet of area, <br />or any fractional part thereof. The backfilling around <br />a new building or structure shall be covered by the fee <br />for the area of the excavation. The fee shall not <br />exceed $200.00 if the permit is used in connection with <br />the permit under Section 32.010. <br /> <br />IV. <br /> <br />Section 142.010 of the city Code of the City <br /> <br />of Roseville is hereby amended to read as follows: <br /> <br />142. Dumps, Sanitary Land Fills, Excavations <br />and Filling of Land not connected with <br />the construction of a building. <br /> <br />142.010. License Required. <br /> <br />(1) No person shall establish any dumps, sanitary <br />land fills, excavations or filling of land operations not <br />connected with the construction of buildings within the <br />
