8.095. Van Pooling Programs. Where a van pooling program exists for employees of a user of property in a business district and such program reduces the need for parking spaces, the number of parking spaces not needed because of such program may be reduced from the requirements of Section 8.080. Space sufficient to accommodate such reduced number of parking spaces shall be maintained as open space and shall be converted to parking spaces in the event that the program is terminated or if its effectiveness in reducing parking space needs drops. Approval and continuation of such reduced parking space plan shaH be made by the inspection superintendent. XVI. The City Code of the City of RoseviUe is hereby amended by adding Section 10.125, to read as follows: 10.125. Van Pooling Programs. The City Code of the City of RoseviUe is hereby amended by adding Section 13.070, to read as follows: 13.070. Barbed Wire Fences Prohibited. No fence con- structed with or using barbed wire shall be permitted in any "R" District or on any property line which abuts an "R" District. XVIII. This ordinance shall be in fuH force and effect from and after its passage and publication.
