<br />P. "Pay Cable" or "Service other than Basic Service" meal}s the <br />delivery over the System of per channel or per program audio- <br />visual signals in intelligible form to subscribers for a fee or <br />charge, in addition to the charge for Basic Service. <br /> <br />Q. <br /> <br />"Prime Rate" means the interest charged from time to time by <br />the First National Bank of Minneapolis for 90 day unsecured <br />loans to commercial borrowers of the highest credit rating. <br /> <br />( <br /> <br />R. "Public Property" means any real property owned by City other <br />than a street. <br /> <br />S. "Scrambler jDescrambler" refers respectively to the equipment <br />installed in the cable communications system's headend <br />equipment and subscriber terminal used to isolate pay cable and <br />other ancillary service channels from basic service which is <br />accomplished by electronically distorting the signal prior to its <br />transmission through the cable communications system and <br />reconstituting the signal at each authorized location for <br />subsequent display. <br /> <br />T. "Sidewalk" is the portion of a street delineated for pedestrian <br />travel. <br /> <br />U. "Street" means the surface of and the space above and below <br />any public street, road, highway, freeway, lane, path, public <br />way, alley, court, sidewalk, boulevard, parkway, drive, or any <br />easement or right-of-way now or hereafter held by City. <br /> <br />v. "Subscriber" means any person or entity who subscribes to a <br />service provided by Grantee by means of or in connection with <br />the System regardless of whether a fee is paid for such service. <br /> <br />l <br /> <br />W. "System" means a system of antennas, cables, wires, lines, <br />towers, waveguides, or other conductors, converters, <br />equipment, or facilities, designed and constructed for the <br />purpose of producing, receiving, transmitting, amplifying, and <br />distributing, audio, video, and other forms of electronic <br />electrical signals, located in City. Said definition shall not <br />include any system wholly internal to one or more multiple unit <br />dwellings under common ownership, control, or management, <br />and which does not use City streets or other public property. In <br />any event, system as defined herein shall not be inconsistent <br />with the definition as set out in the rules of the Board. <br /> <br />- 5 - <br />
