<br />System (each of these filings shall be provided at the <br />time the filing is made). <br /> <br />(4) A statement of its current billing practices. <br /> <br />(5) A current copy of its rules and policies. <br /> <br />( <br /> <br />(6) A current copy of its subscriber service contract, if <br />any. <br /> <br />D. City, its agents and representatives shall have authority to <br />arrange for and conduct an audit of and copy the books and <br />records of Grantee. The City and Grantee shall establish <br />reasonable procedures to protect the confidentiality of <br />information. Grantee shall first be given five days notice of the <br />audit request, the description of and purpose for the audit, the <br />description, to the best of City's ability, of the books, records, <br />and documents it wants to review, Grantee shall receive at <br />least 24 hours notice before an actual inspection of such books, <br />records, and documents. <br /> <br />SECTION 2. SERVICE CONTRACT <br /> <br />A. <br /> <br />Grantee shall receive approval from City of the form and <br />content of the service contract to be used by Grantee prior to <br />entering into any such service contracts with subscribers, and <br />. the Grantee shall make no changes in the approved service <br />contract without prior written approval of City, which <br />permission shall not be unreasonably withheld or delayed. The <br />service contract shall include, at a minimum, a schedule of all <br />applicable rates and charges, description of services, <br />instructions on the use of the system, billing and collection <br />practices. <br /> <br />B. <br /> <br />The service contract shall further contain a statement as <br />follows: <br /> <br />~- <br /> <br />Grantee shall not, as to rates, charges, service facilities, <br />rules, regulations or in any other respect, make or grant <br />any preference or advantage to any person, nor subject <br />any person to any prejudice or disadvantage, provided, <br />however, that nothing in this Franchise shall be deemed to <br />prohibit the establishment or special contract or reduced <br />rates for senior citizens (65 years of age or older), or <br />handicapped (as defined by the State of Minnesota) heads <br />of household or for installation rate reductions for 90 days <br />after cable service is first offered in an area or for such <br />other purposes offered to all individuals similarly situated <br />or to meet competition from other providers of <br /> <br />- 29 - <br />
