Resolution No. --1.... Adopted June 1, 1948 Rule 1. Regular meetings. Regular meetings of the Council shall be held at the Village Hall on the first and third Tuesdays of each month at 2:00 P. M. j Rule 2. Special meetings. Special meetings may be called by 2 members of the Council in writing, filed with the clerk who shall notify the members of the time and place thereof in sri ting by mail at least 3 days prior to the date set for said meeting. Rule 3. Quorum. Three members of the Council shill constitute a quorum. Rule 4. Minutes read and corrected. Should the roll call show a quorum and if not, as soon as a quorum shall a)pear, the minutes of the previous meeting shall be read by the clerk and any mistake's therein shall be corrected. Rule 5. Duties of President. The President or the presiding officer of the Council shall preserve order and decorum and shall decide questions of order subject to appeal to the Council. Hule 6. Committees. The President shall appoint such standing or special committees as may be authorized by the Council from time to time. Rule 7. };lotions. Any motion by any member shall be reduced to writing upon the reqlest of any member. No motion shall be debated or put until it has been stated by the presiding officer. Rule 8. Hinutes of i'lotions. After a motion shall be stated by the Pres- ident or the presiding officer it shall be in possession of the Council, but it may be withdrawn at any time before amended 0 r acted upon by the Councilman presenting the motion. All motions and amendments thereto shall be entered upon the mi nutes and the vote thereon wmether they be adopted or rejected. \ I Rule 9. Petitions, }~morialst Etc. Petitions, Memorials, and other papers addressed to the Council shall be presented by the presiding officer or by a member in his place or may be read by the Clerk at the request of a member or the presiding officer. All petitions, memorials and other communications which may be filed with or delivered to the Clerk prior to the meeting of the Council shall be brought before the Council by:said Clerk. Rule 10. Members shall vote. When a question is put by the chair every . member of the Cooncil present shall vote. Any member of the Council failing to vote shall be considered as voting in the negative. Roll Call shall be called upon the order of the presiding officer and upon the reauest of any member. Rule ll.;~uestions Put in Order. All questions shall be put in the order in which they were made except in cases of privilaged questions.
