<br />Resolution No. --1.... <br /> <br />Adopted June 1, 1948 <br /> <br />Rule 1. Regular meetings. Regular meetings of the Council shall be held <br />at the Village Hall on the first and third Tuesdays of each month <br />at 2:00 P. M. <br /> <br />j <br /> <br />Rule 2. Special meetings. Special meetings may be called by 2 members <br />of the Council in writing, filed with the clerk who shall notify <br />the members of the time and place thereof in sri ting by mail at <br />least 3 days prior to the date set for said meeting. <br /> <br />Rule 3. Quorum. Three members of the Council shill constitute a quorum. <br /> <br />Rule 4. Minutes read and corrected. Should the roll call show a quorum <br />and if not, as soon as a quorum shall a)pear, the minutes of the <br />previous meeting shall be read by the clerk and any mistake's <br />therein shall be corrected. <br /> <br />Rule 5. Duties of President. The President or the presiding officer of <br />the Council shall preserve order and decorum and shall decide <br />questions of order subject to appeal to the Council. <br /> <br />Hule 6. Committees. The President shall appoint such standing or special <br />committees as may be authorized by the Council from time to time. <br /> <br />Rule 7. };lotions. Any motion by any member shall be reduced to writing <br />upon the reqlest of any member. No motion shall be debated or <br />put until it has been stated by the presiding officer. <br /> <br />Rule 8. Hinutes of i'lotions. After a motion shall be stated by the Pres- <br />ident or the presiding officer it shall be in possession of the <br />Council, but it may be withdrawn at any time before amended 0 r <br />acted upon by the Councilman presenting the motion. All motions <br />and amendments thereto shall be entered upon the mi nutes and the <br />vote thereon wmether they be adopted or rejected. <br /> <br />\ <br />I <br /> <br />Rule 9. Petitions, }~morialst Etc. Petitions, Memorials, and other papers <br />addressed to the Council shall be presented by the presiding officer <br />or by a member in his place or may be read by the Clerk at the <br />request of a member or the presiding officer. All petitions, <br />memorials and other communications which may be filed with or <br />delivered to the Clerk prior to the meeting of the Council shall <br />be brought before the Council by:said Clerk. <br /> <br />Rule 10. Members shall vote. When a question is put by the chair every <br />. member of the Cooncil present shall vote. Any member of the <br />Council failing to vote shall be considered as voting in the <br />negative. Roll Call shall be called upon the order of the presiding <br />officer and upon the reauest of any member. <br /> <br />Rule ll.;~uestions Put in Order. All questions shall be put in the order <br />in which they were made except in cases of privilaged questions. <br />
