<br />-2- <br /> <br />1. The Council of Roseville realizes that the St. Paul sewer <br />rate structure was developed in 1938 and since that date has not been <br />thoroughly studied during the intervening years. <br /> <br />2. That the inequities which may have developed from 1938 down to <br />the present time are presumed to be factors which were in no way intended <br />by any present officeholders or officials of St. Paul to be unfair or <br />weighted in the favor of St. Paul. <br /> <br />3. That the sewer studies which are now underway appear to indicate <br />the development of sound principles upon which the affected municipalities <br />can reasonably and fairly arrive at a new rate structure. <br /> <br />AND BE IT FURTHER RESOLVED THAT: <br /> <br />1. The Council of the Village of Roseville respectfully requests <br />that the Council of the City of St. Paul undertake at an early date to <br />set up negotiating procedure for developing a new rate structure for sewer <br />service charges to be made by the City of St. Paul for sewer facilities in <br />Roseville so that such rates can be effective for the year 1965. <br /> <br />2.
