ROSEVILLE PLANNING CO~~1ISSION

Minutes of the Regular Meeting, March 7, 1962

Chairman Bell called the meeting to order at 8:00 P.M. Commissioners Bell, Grauel,
Jonason, Soike and Swanson were present. Commissioners Chestnut and Membrez were
absent on account of illness. Planner Dahlgren, Engineer Soutter and Building
Inspector Peterson were also present.

3-7-78 Tschida Owasso Hills Addition located between County Road C2 and South
Owasso Boulevard.
Harold J. O'Loughlin, attorney, represented Frank Tschida at the meeting. Mr. Tschida
proposes to submit a revised preliminary plat of the property which will eliminate the
area desired by the Village for park purposes. The plat will have interior lots with
frontages of 8S feet instead of 103 feet as shown on the present plat. This will be
accomplished by increasing the depth of the lots. The revised plat will be sent to
Dahlgren for consideration prior to our next meeting.

Swanson Moved, Grauel Seconded, that the preliminary plat of Tschida Owasso Hills
Addition be continued at our next regular meeting. Carried Unanimously.

3-7-89 Indykiewicz Rezoning (R-l to R-3) near State Highway No. 8 and Troseth Road.
George A. Indykiewicz, 1966 Highway No. 96, New Brighton, supported the petition.
There was no opposition to the rezoning. The petition was not supported with a
development plan for the property. The area contains 4.60 acres on which, under the
ordinance, would allow construction of three l7-unit and 6 eight unit apartments
containing (42 two-bedroom and 57 one-bedroom or 99 units) on the property.

Dahlgren advised Indykiewicz that the property could be developed by a plat on planned
development and explained the procedures of each method. The Commission questioned
the use of the trapizoid-shaped parcel of land which, if rezoned, would project out
into the surrounding residential property. We believe that this parcel of land should
be designated for a parking or a recreational area. This action should be particularly
pursued if the adjoining land to the West retains its R-l zoning classification.

Swanson Moved, Soike Seconded, that we recommend that the petition submitted by
George A. Indykiewicz to rezone land from R-l to R-3 near Highway No. 8 and Troseth
Road be approved. Carried unanimously.

3-7-93 Request by Oscar H. Robbins for a variance to the ordinance on a sign to be
constructed at 1887 N. Rice Street. The sign ordinance restricts the gross surface
area of a sign to 100 square feet and a maximum height of 25 feet in a B-3 District.
The request is for a sign being 27 feet high having a surface area of 144 square feet.

Grauel Moved, Swanson Seconded, that we recommend to the Council that the request
made by Oscar H. Robbins for a variance to the ordinance at 1887 N. Rice Street be
denied. It is further recommended that Mr. Robbins be advised that a sign placed
on property in a B-3 District shall have a front yard set back of 30 feet and a side
yard set back of 10 feet in order to conform with the ordinance. Carried unanimously.
