<br />-2- <br /> <br />SPECIAL REPORTS: <br /> <br />1) Sign Ordinance: The Planning Commission unanimously recommended that the <br />following sign regulation for "B-2" "B-3" and "SC" Districts be adopted as <br />part of the zoning ordinance. <br /> <br />Section 14.281 The gross surface area of all business signs on a lot shall not <br />exceed the sum of three square feet per front foot of a buildingj plus one square <br />foot per lineal front foot of lot area not covered by a building, plus one square <br />foot per lineal foot of side yard contiguous to a side street. <br /> <br />No individual business sign surface shall exceed 100 square feet in area, plus <br />one-half square foot for each lineal foot the sign is set back in excess of 60 <br />feet distant from the center line of the frontage street, but not to exceed 300 <br />square feet. No two or more signs shall be arranged or integrated so as to cause <br />a gross surface area exceeding the area limitations in this section. <br /> <br />Individual buildings having two or more types of commercial activity or retail <br />outlets operating under a common name and in excess of 20,000 square feet of gross <br />building area may have a name plate sign of a gross area not in excess of 20 <br />percent of the building face upon which the sign is located on or above, but shall <br />not exceed 300 square feet in area. <br /> <br />Any individual commercial use in excess of 10,000 square feet of gross building area <br />may have a name plate sign of a gross area not in excess of 20 percent of the building <br />face upon which the sign is located on or above, but shall not exceed 200 square <br />feet in area. <br /> <br />Signs which have letters or graphics mounted directly on a wall or fascia or in <br />such a way as to be without a frame shall be permitted to exceed the normal sign <br />size requirements by 40 per cent. The dimensions for calculating the square footage <br />shall be the area extending 6 inches beyond the periphery formed around such letters <br />or graphics in a plane figure bounded by straight lines connecting the outermost <br />points thereof. Each surface utilized to display a message or to attract attention <br />shall be measured as a separate sign. <br /> <br />2) Screening Requirements: Dahlgren presented the Commission with detailed <br />drawings of screening and planting requirements to cover the following sections <br />of the ordinance. 1) Section 7.110 Screening parking spaces adjacent to <br />residential property. 2) Section 8.120 Off-Street parking in a Business District. <br />3) Section 8.220 Buffer zone between Business and Residential Properties. 4) <br />Section 9.120 Residential property adjoining a Shopping Center. S) Section 10.260 <br />Residential area adjoining Industrial Property. 6) One drawing showing each <br />illustration together with screening requirements and conditions for planting. <br />Dahlgren suggested that these requirements would convey to the owner what he is <br />to do to carry out the provisions of the ordinance. He will consult with the <br />Village Attorney to see how the screening requirements can be applied. <br /> <br />3) Street layout in the industrial area. Dahlgren advised that the Village Council <br />has not authorized him to proceed with the report. He did, however, present a <br />map of the Village which he is preparing indicating all the houses, schools, <br />churches, buildings, tank farm and industrial buildings. The map will also <br />indicate all the lakes, swamps, ponding areas, etc. In addition, all the pro- <br />posed roads including STH No. 35 Wand its corresponding lanes will be platted. <br />
