<br />ROSEVILLE PLANNING COMMISSION <br />Minutes of Regular Meeting - May 2, 1962 - 8:00 to 9:20 P.M. <br /> <br />Chairman Bell called the meeting to order. Commissioners Bell, Chestnut, Grauel, Jonason, <br />Membrez and Swanson were present. Commissioner Soike could not attend the meeting due <br />to a scheduled business trip. Planner Dahlgren and Engineer Soutter were also present. <br /> <br />5-2-52 Western Slopes Addition near Western Avenue and County Road C 2. Raymond Kroiss <br />did not appear at the meeting. He did, however, submit a revised plat of the <br />property consisting of 78 lots which was considered at the meeting. The plat has <br />curvilinear streets extending from Western Avenue to Mackubin Street which will <br />serve as a collector street. The street pattern provides good access to either the <br />proposed or alternate park site. Kroiss indicated to Dahlgren that he is willing <br />to dedicate a portion of the property for park purposes designated as Outlot A on <br />the plat if the Village acquires the alternate site for park purposes. <br /> <br />Dahlgren said the property owner to the West of the property in question proposes <br />to plat his property, and he is willing to dedicate the West half of Mackubin Street. <br /> <br />Membrez moved, Chestnut seconded, that the revised preliminary plat of Western Slopes <br />Addition be recommended to the Village Council as presented. Carried unanimously. <br /> <br />5-2-96 Review design submitted by Scott-Daniels Properties, Inc., for a restaurant to be <br />constructed at Lydia and Snelling Avenues. Mr. Johnson, owner of the Paul Bunyan <br />Motel, and James R. Dresser, of James R. Dresser and Associates, Inc., presented <br />the plans and scale model of the restaurant. Dresser said that the lighting for the <br />fins would be nestled between the three fins if the Commission did not allow the <br />sign to be constructed on the top of the building. <br /> <br />Dahlgren cited the following comments about the design 1) There is too much <br />mediocre architecture being constructed to~ay. 2) The restaurant could be <br />constructed without the fins at considerably less cost and still be a handsome <br />structure. 3) The restaurant could be constructed at much less cost by placing <br />structural members in a position so they appear to be holding up the roof with <br />vertical tension members. <br /> <br />Chestnut moved, Grauel seconded, that the design submitted to the Planning <br />Commission be approved with the stipulation that the portion of design referred <br />to as the fins. or portion attached above the fins shall not be used for <br />advertising purposes. Motion carried. Bell opposed and stated the following <br />reason: "The fins are too high in proportion to the building. I am in favor of the <br />basic idea and plans; however, I feel that the top of the fins as stated <br />in the stipulation should not be more than one-half the height of the main <br />building or the peak of the fins should not exceed 52 1/2 feet." <br /> <br />5-2-77 Amendment to Sections 20.030 and 20.140 of the Village Code which will change the <br />platting procedures for subdividing small parcels of land. <br />
