-2-

Jonason Moved, Grauel Seconded, that the application submitted by Zenith Oil Company be
continued until the next meeting, and that the secretary notify the petitioner of our
action and that he be requested to get together with the planner, Mr. Dahlgren, to review
the changes in the plot plan. Carried unanimously.

File No. 126 - Application submitted by Brady Oldsmobile to rezone land from B-1 to B-3
located near Highway No. 36 and Snelling Avenue.

Jerry Brady, 970 Edgewater Avenue West, and Fredrick Douglass, Attorney, 112 East 6th St.
supported the application. Brady has an option to purchase 5.03(+) (-) acres of land
which expires February 1, 1963. He proposes to use the property for a new and used car
dealership and construct a garage on the property at an estimated cost of $250,000.00.

Those who opposed the rezoning were: 1. Jerry J. Franke, 2213 Haddington Road,
2. Dale Calender, 2212 Haddington Road, 3. E. Reuben Sundberg, 2205 Haddington Road,
4. Herbert Wakefield, 2206 Haddington Road, 5. Albert J. Heimasch, 1676 Laurie Road,
and 6. Carl Fritsch, 2198 Haddington Road.

Franke furnished pictures for the Planning Commission's files showing Brady Oldsmobile
dealership in St. Paul.

Points of discussion by Commission members were:

1) Would rezoning of land encourage development of a retail strip along
Highway No. 36 between Snelling and Fairview Avenues.

2) Inadequate access to the property.

3) The desire to develop the property with a more intensive use producing a larger
tax return per acre.

Swanson Moved, Soike Seconded, that the application submitted by Brady Oldsmobile for
rezoning of land from B-1 to B-3 be denied. Carried unanimously.

File 38 - Dahlgren was confronted again about the timing of sending planning reports
to the members of the Planning Commission. The reports are either received in the mail
the day of the meeting or that night at the meeting. Dahlgren will mail future reports
to members of the Planning Commission no later than the Friday preceding the regular
Wednesday night meetings.

File No. 83 - Approval of Minutes. Jonason Moved, Soike Seconded, that the minutes of
the December 5, 1962 meeting be approved subject to correction as stated next below.
Carried unanimously.

Jonason questioned the accuracy of the minutes of December 5, 1962, because his motion to
"recommend to the Village Council that the preliminary plat of Ed Bossard Addition No.4
be approved", was not recorded. The motion died for the lack of a second. Motions which
die for lack of seconds have not been previously recorded in minutes of the Planning
Commission.

Soike Moved, Jonason Seconded, that the meeting be adjourned. Carried unanimously.

Respectfully Submitted,

Albert W. Grauel, Secretary
Roseville Planning Commission
