Minutes of Roseville Planning Commission Meeting March 6, 1963 8:00 P.M. to 10:30 P.M. Chairman Jonason called the meeting to order. Membrez, Motl, Soike and Swanson were present. Dahlgren and Engineer Hanson were also present. Commissioners Grauel, Jonason, Lund, Councilman Kustermann, Planner File No. 125 - Application submitted by Zenith Oil Company for a special use permit to construct a retail service station on land in an I-I District. Mr. Freidman did not attend the meeting. The proposed plat plan does not comply with various aspects of the zoning ordinance. Several attempts have been made without success to arrange for a meeting between Zenith Oil Company and the Planning Consultant to discuss these changes. Membrez moved, Grauel seconded, that we recommend to the Village Council that the application submitted by Zenith Oil Company be denied inasmuch as they have not attended the Planning Commission meetings or made an effort to meet with the Planning Consultant to discuss the proposed changes. Carried unanimously, File No. 130 - Application submitted by Kenneth M. Reinhardt requesting approval of preliminary plat of Reinhardt Addition located at the intersection of County Road B2 and Dale Street. ~1embrez moved, Soike seconded, that the preliminary plat of Reinhardt Addition be continued until the next meeting so the preliminary plat on rezoning of land can be considered at the same time. Carried unanimously, File No. 131 - Application submitted by Garley Construction Company for a special use permit to build an apartment building on land zoned B-1 and variance in land density requirements. Calvin Garley attended the meeting. Motl moved, Grauel seconded, that we approve the special use permit for Garley Construction Company as requested. The motion was defeated. Grauel, Jonason and Motl voting Aye - Lund, Membrez, Soike and Swanson voting Nay, Swanson moved, Motl seconded, that we recommend that Garley Construction Company consider building a 10 unit apartment on the property. Motion carried: Membrez and Soike voted against the motion on the basis that the 10 unit building would be 423 square feet short of meeting the density requirements or 42,3 square feet per unit. Lund moved, Grauel seconded, that we further recommend that public notices of the Council's meeting be sent to the adjoining property owners advising them of what is proposed for the property. Carried unanimously. File No. 45 - Leon O. Lillehaugen attended the meeting in support of the preliminary plat of Porte Park Plat No. 2 and petition to vacate that portion of Fernwood Street lying between Brooks and Sextant Avenues.
