<br />VILLAr~ OF ROSEVILLE <br /> <br />Planning Commission Minutes <br />Re~lar Meeting - February 5, 1964 <br /> <br />The meeting was called to order at 7:45 P.M. Members present: Nelson, Sigford, <br />Lund, Anderson, Motl, Membrez; Consultant Dahlgren~ Village Engineer Hanson, was <br />absent. <br /> <br />It has been the policy of the Planning Commission to vote on matters referred by <br />the Council for recommendations after all Public Hearings have been held and closed, <br />therefore, Chairman Nelson announced that if anyone wishes to remain to hear the <br />results they could do so. <br /> <br />File No. 83 - On motion by Anderson, Seconded, by Sigford, the minutes of the regular <br />meeting of January 8, and the special meeting of January 22, were approved adding to <br />the minutes that Member Anderson was in attendance of both meetings. His name had <br />been left out as being present. Carried unanimously. <br /> <br />File No. 172 - Southtown Baptist Church petition to rezone land on the northwest <br />corner of Judith and Hamline from R-l to R-3 and from R-I to B-2. Minister Warren <br />Littleford requested approval of the church's request and called on Mr. John J. <br />Young, developer to present the details of the development plan for this property. <br />Mr. Tom Ward also present quoted a conversation he had with the Engineering Depart- <br />ment of the Village pertaining to the disposition of the surface water. The Planning <br />Commission did not think the plans submitted were adequate and on motion by Soike, <br />seconded by Lund the petition was tabled pending further clarification of the follow- <br />ing matters. <br /> <br />a. Zoning legal descriptions <br />b. Detail plans of drainage and development <br />c. Necessary dedication of right-of-way <br />Motion carried unanimously. <br /> <br />File No. 173 - Harlan Grayden - Request of rezoning 2 parcels and a variance of a <br />10 foot setback. The first property under file No. 173 A is located at the corner <br />of Highcrest Road, on the Forest Lake road cutoff. The property is now zoned B-3 <br />and the request is to change it to R-3. Mr. Jim Borden speaking for the petitioner <br />stated they will build an II-unit apartment building faced brick on this site. He <br />showed the plans of the building and the location of it and the parking units. He <br />also requested a 10 foot setback variance placing the building 70 feet back from the <br />street instead of 30 feet as provided in the ordinance. <br /> <br />There were several citizens opposed to this rezoning = Ray Pogue, 2532 Millwood, Lloyd <br />Ostaber, 3406 Highcrest Road, No Christensen, 2528 Millwood, Robert Frank 2536 Mill- <br />wood, Douglas Johnston, 2990 Highcresto It was their consensus of opinion that an <br />apartment building on this site would degrade their property. They said they would <br />prefer a gas filling station there. These objections were later withdrawn. Soike <br />moved, Anderson seconded, that we recommend the zoning of this tract from a B-3 to an <br />R-3 and also the 10 feet variance setback as shown on the plans. Carried unanimouslyo <br /> <br />The other property under file l73-B has a frontage of 75 feet on Highway 8 and is 257 <br />feet deep. Mr. Jim Borden and Harlan Grayden want to build an II-unit apartment build- <br />ing on this site and submitted a plot plan showing the location of the building and the <br />parking area. Joseph Preese, 3006 Highway 8 at first Was reluctant to go along with <br />this change of zoning from R-I to R-3. He was concerned about future zoning of <br />properties surrounding his and wanted some assurance that it would not be done. Plann- <br />ing Consultant Dahlgren said there would be some merit to consider the zoning of the <br />
