<br />Meeting Roseville Planning Commission <br />Regular Meeting, Wednesday, April 1 t 1965 <br />1:30 P.M. <br /> <br />Members present: Nelson, Membrez, Anderson, Linebarger, Remsburg, Sigford, newly <br />appointed member Latier Nelson was absent. Village Planner Dahlgren, Trustee Grauel <br />and Public Works Director Odland were also present. <br /> <br />On motion by Anderson, seconded by Nelson, the minutes of the meeting of March 3rd <br />were approved, as submitted, by a unanimous vote. <br /> <br />File 253-65 - Western Oil Company, Special Use Permit. Mr. Watson, representing <br />Western Oil Company discussed the plot plan development showing the construction of <br />a restaurant with approximately 2310 square feet and a fi'lling station "Truck Stop" <br />type. The app licant indicated that he wi 11 conform to all the requi rements of curbs, <br />parking areas to be treated with a dust-free surface and sOdding. Sigford moved, <br />Nelson seconded, to recommend the Special Use permit. Anderson and Linebarger <br />suggested that we have limited land in the Village next to railroad trackage and that <br />the subject property could be utilized for a higher industrial use, thus providing a <br />higher tax base. On the roll call Membrez and Sigford voted "Ayes" Anderson, Linebarger. <br />Nelson and Remsburg voted "Nays". Motion was defeated. <br /> <br />File 255-65 - Daniel Bohen, 1357 W. County Road B, rezoning from R-l to R-3, two lots <br />Nos. 14 and 15, Block 2, Woehrles Addition. This rezoning request to R-3 is to allow <br />the construction of an 11 unit apartment building west of the existing filling station <br />on the N.W. corner of County Road B and Hamline Avenue. Mr. Peterson, residing to <br />the west of the subject property and a Mr. Kriegler across the street were opposed to <br />this rezoning. After due consideration, Linebarger moved, Sigford seconded, to recommend <br />the rezoning. Roll Call, Ayes (5) - Nays (1), Anderson voting nay. <br /> <br />File 256-65 - Setback Variance Buckbee-Mears Realty Company. For some unknown reasons <br />the existing building constructed by Tracy Printing a few years ago was placed 30 feet <br />back of St. Croix Street instead of 40 feet as provided in the ordinance. Because of <br />this violation, the property is in an unconforming use and a proposed buyer does not want <br />to buy it because the structure does not conform to the regulations. The request of this <br />variance seemed to be a reasonable one, therefore, Nelson moved, Remsburg seconded, that <br />we recommend it be granted. Motion carried by a unanimous vote. <br /> <br />File 257-65 - Stenger Addition - Vacation of north half of T turnaround east of Transit <br />Avenue. The petitioner failed to appear to clarify some problems in the request, there- <br />fore, Nelson moved, Remsburg seconded, to lay the matter over to the next regular meeting <br />on May S, 1965. Carried by a unanimous vote. <br /> <br />File 261-65 - Harold Anderson - Setback variance corner of Grandview and St. Albans. <br />The ordinance provides a setback of 30 feet on the front and 30 feet on the side on <br />corner lots. The applicant requests a sideyard setback of 15 feet instead of 30 feet <br />because he wants to extend his garage with entry from the side road. After due consider- <br />ation, Nelson moved, Anderson seconded, to recommend the request be denied. Roll Call, <br />Ayes (5) - Nays (0) - Abstention (1), Linebarger abstaining. <br /> <br />File 259-65 - John Schmidt - Setback variance on two sides, 710 W. County Road B-2 <br /> <br />The petitioner proposed to build a house on an 80 foot lot and he is asking for a <br />variance of 6 feet on each side instead of 10 feet as provided in the ordinance. It <br />was the consensus of opinion that the lot was too small for the house the applicant pro- <br />poses to build, therefore, Nelson moved, Remsburg seconded, that we recommend the request <br />be denied. Carried by a unanimous vote. <br />
