<br />-2- <br /> <br />File 260-6S - Tony Schmidt - Rezoning from R-l to R-3 and preliminary plat, property <br />west of Hamline Shopping Center. Mr. Jim Schmidt, attorney and son of Tony Schmidt <br />presented the proposed plans of approximately 11 acres of vacant land directly west <br />of the Hamline Shopping Center to be used for the construction of one large and 4 <br />smaller buildings containing a total of 188 apartments. The preliminary plat sub- <br />mitted shows a street called Terrace Drive running west from Hamline Avenue along the <br />southerly boundary line of the subject property then north where the existing sewer <br />line is located until it meets Centennial Drive, which is proposed to extend easterly <br />back to Hamline Avenue. The Engineering plans show the surface water going in a <br />westerly direction to the low area which exists there at the extreme southwest corner. <br />Mr. Semple, Mr. Ness and Mr. Dye all residing on Centennial Drive inquired about the <br />proposed garagesp suggested that the low area herein mentioned be fenced to prevent <br />accidents and that the proposed Centennial Drive be not connected with the east end <br />of Centennial Driveg now graded to Schmidtjs property. <br /> <br />The consensus of opinion was that the proposed use of the property was reasonable and <br />that the preliminary plat was acceptable. Remsburg moved, Nelson seconded, that we <br />reconunend the rezoning from R-l to R-3 and that the preliminary plat be approved <br />subject, however, to (1) Erection of a fence around the ponding area where the storm <br />water will be directed. (2) Extension of sanitary sewer and water where needed to be <br />paid by developer (3) Necessary storm sewer to adequately drain the area, to be paid <br />by developer. (4) The cost of grading the proposed streets to Village specifications <br />to be paid by developer. Carried by a unanimous vote. <br /> <br />File l72-6S - South town Baptist Church - Rezoning request of property at the NoW. <br />corner of Judith and Hamline Avenue. This rezoning request by John Jo Young represent- <br />ing the church is the same as the one considered and approved by the Planning Commission <br />last year on the condition that adequate storm sewer be provided as recommended by the <br />Village Engineer at that time. Now that a plan that will adequately handle the surface <br />water of the entire area including the Schmidt property has been proposed by the Village <br />Engineer to be paid by the developers, Anderson movedD Sigford secondedD that we <br />recommend the rezoning of the property divided in three parts: (1) From R=l to R=3 <br />(2) From R=l to B-1 and (3) From R-l to B-3 as shown on the sketch prepared by Midwest <br />Planning. Carried by a unanimous vote. <br /> <br />It is also recommended to dedicate 30 feet for Judith Avenue and 10 feet to widen <br />Hamline Avenue as per our reconunendations to the Vi llage Counci 1 on June 5, 1964. <br /> <br />File 2S8=65 ~ Vacation of North end of South OWasso Boulevardo Mro Gordon FennerD one <br />of the petitioners requesting the vacation appeared at the meeting. He stated the <br />strip of land of 40 feet dedicated for a street from the Northern Pacific Railway <br />railroad track to Lake OWasso is too narrow for a street and that there is no need of <br />a public access at this location. It is quite low and swampy. After due consideration <br />Anderson moved, Nelson seconded, to .recommend the vacation of this striPD subject, <br />howeverD to the rights of easements fot utilities, storm sewer, etc. in the event the <br />Village might need them in the future. Roll Call, Ayes (4) = Nays (2) D Membrez and <br />Remsburg voting nay. <br /> <br />File 252-65 = Roberts Construction Development Plan, property located between Galtier, <br />Marion, Dionne, north of Larpenteur Avenue. This proposed planned <br />residential devdopment was presented by Mr. Daubney representing Roberts Construction <br />Company. It was agreed to dedicate right-of-ways for street purposes and provide <br />screening specially along the west boundary line of propertyo Nelson moved, Linebarger <br />seconded, that we recommend the approval of this, subject to the following conditions: <br />
