<br />Regular Meeting Roseville Planning Commission <br />Wednesday, October 6, 1965 - 7:30 P.M. <br /> <br />Members present: Linebarger, Anderson, L. A. Nelson and Membrez. Also present: <br />Trustee Grauel, Engineer Odland and Planner Dahlgren. In the absence of Chairman Nelson, <br />Membrez presided. On motion by Anderson, seconded by L. A. Nelson, the minutes of the <br />meeting of September 1st were approved by a unanimous vote. <br /> <br />File 65-276 - Rezoning, Planned Development and Preliminary Plat submitted by <br />Richard Farr of property East of Dale and County Road B. This request was originally <br />considered by the Planning Commission on August 4, and by request of the Petitioner <br />laid over to the September 1st meeting. When the applicant failed to appear at the <br />September 1st meeting it was again postponed to the October 6th meeting. No one <br />appeared at this October 6th meeting with the additional information requested by <br />the Commission. Therefore, Membrez moved, I. A. Nelson seconded, to recommend that <br />the request be denied. Roll Call, unanimous. <br /> <br />File 65-271 - Special Use Permit requested by Ferdinand Bucher property at Western <br />Avenue and South Owasso Boulevard. It was felt that both the special use permit and <br />the preliminary plat should be considered at the same time. Because the preliminary <br />plat was not fully completed, it was moved by Linebarger, seconded by Membrez, to lay <br />the matter over to the next regular meeting on November 3rd. Roll Call, unanimous. <br /> <br />File 64-190 - Rezoning request by Cyril Sheehy of property at Lexington and County <br />Road D from R-l to R-3. Fred Rahn representing the petitioner requested again that the <br />property be rezoned so that a 17 unit apartment building and a 11 unit apartment build- <br />ing can be constructed on this site. It appeared that the land area was too small for <br />28 units after dedicating a 33 foot strip to widen County Road D and a needed strip <br />along Lexington Avenue to ease the curve, thereby, creating a less dangerous traffic <br />condi tion. <br /> <br />Considerable opposition from Arden Hills, Roseville and Shoreview residents were present. <br />A petition of some 229 was submitted to the Planning Commission by the property owners. . <br />The consensus of opinion was that another attempt should be made to convince Ramsey <br />County to purchase this site to expand the already too small Josephine Beach. Village <br />water will be available in the area very shortly and a bathhouse could be added to the <br />existing limited facilities which might be a factor. It was felt that the County Board <br />might favorably reconsider their action not to buy the property. <br /> <br />Therefore, Anderson moved, L. A. Nelson seconded to recommend that the request to <br />rezone the subject property from R-l to R-3 be denied and that a committee be appointed <br />jointly with Arden Hills and Shoreview villages to bring the matter up before the County <br />Board again. If the council wishes to place that responsibility of organizing a group <br />from the three villages to appear before the County Board, the Planning Commission secretary <br />will undertake this task subject to final approval by the Council. Roll Call, unanimous. <br /> <br />File 65-270 - Robert Herbst, Jr. request to rezone from 1-1 to B-3 property at the <br />Southwest corner of Cleveland and County I~oad C. <br /> <br />Anderson moved, L. A. Nelson seconded, that we recommend the request be denied. Roll <br />Call unanimous because of the inability of the applicant to conform with the three <br />minimum essential conditions recommended by the Planning Commission at its August 16th <br />special meeting. <br />
