Re~ular Meeting - Roseville Planning Commission
Wednesday, May 3, 1967 - 7:30 P.M.

Members present: Linebarger, Anderson, Carpenter, Membrez, Nelson, Pope and
Remsburg. Also present: Goodrich, Goldberg and Dahlgren.

It was moved by Remsburg and seconded by Membrez that the minutes of the regular
meeting of AprilS, 1967, and the minutes of the special meeting of April 12, 1967
be approved as submitted. Roll Call, unanimous.

Subject File 377-67. Petition of property owners for elimination of overpass at
Victoria and T.H. 36.

About 30 people appeared regarding subject petition. The subjects covered were:
making a speedway out of Victoria, drainage, snow storing, access being blocked,
deadend for Cope Avenue, more traffic on Lovell, long range plans for Victoria
(such as: sharp turn at Roselawn, turn at Larpenteur, bad condition of street in
St. Paul), right of way to within 10 feet of garage, width of right of way (66' to
100'), validity of traffic count, would generate more traffic for Central Park, who
would be assessed, any allowance for pedestrians. These statements and questions
were posed by the following:

Mr. Strong
Mr. Fred Bliss
Mrs. Heitzman
Mr. Algosa
Mrs. Zappa
Mr. Wallner
Mr. Willingame
Mrs. Cook
Mr. John Lothin
Mr. Kern
Mr. Bennett
Mr. Vallis
Mr. Willis Cook

2247 Western North
851 Lovell
854 Love 11
794 Lovell
2230 North Victoria
851 Cope
832 Lovell
2319 North Victoria
2241 North Victoria
826 Love 11
853 Sandhurst
769 Lovell
841 Cope

Mr. Dean Anklan, Ramsey County Engineer, explained that the road was a county road in
the early 1900's and that the county had requested the Village of Roseville to ask the
State of Minnesota for the overpass. Traffic counts showed 2,000 - 2,200 cars per day
in 1964. This count should be 2-1/2 times greater in the future. Mr. Howard Dahlgren
pointed out that this will be the only crossing of Highway 36 in Roseville that doesn't
have traffic turning movements. Mr. McCubrey, District Manager and R. J. McDonald,
Assistant District Manager, from the State of Minnesota, explained the plans for the
overpass. After deiiberation it was moved by Pope and seconded by Nelson that we
recommend retaining the overpass at Victoria and Highway 36 as planned. Roll Call,
unanimous.

Subject File 369-67, Preliminary Plat - Julanna Heights by Julius Loipersbeck.

Mr. Loipersbeck stated that he received the wrong notice of last month's meeting.
He also stated that he would come in and see Mr. Dahlgren and Mr. Goldberg regarding
the easements for subject property. It was then moved by Remsburg and seconded by
Nelson that we recommend approval of the preliminary plat as submitted with the
stipulation that it be subject to all easements.
