<br />Regular Meeting - Roseville Planning Commission <br />Wednesday, June 7, 1967 - 7:30 P.M. <br /> <br />Members present: Linebarger, Anderson, Carpenter, Membrez, Nelson, Pope and Remsbur~. <br />Also present: Goldberg and Dahlgren. <br /> <br />It was moved by Membrez and seconded by Nelson that the minutes of the regular meeting <br />of May 3, 1967, be approved as submitted. Roll Call, unanimous. <br /> <br />Subject File 359-66. Klosterman Realty Company planned residential development and special <br />use. <br /> <br />It was moved by Pope and seconded by Linebarger that we lay this over until our next <br />meeting. Roll Call, unanimous. <br /> <br />Subject File 375-67 Otto Esch Equipment Supply Company, request for special use permit. <br /> <br />It was moved by Anderson and seconded by Pope to recommend approval of the special use <br />permit to allow equipment sales and rental operation as requested subject to revised <br />development plans as prepared by Progressive Design Associates dated March 13, 1967. <br />Roll Call, unanimous. <br /> <br />Subject File 380-67 Target Stores, Inc. 1515 West County Road B, request for special <br />use permit for service station. <br /> <br />Mr. James Carroll representing Target Stores, Mr. Clay Bergstrand and Mr. Garry Sparian, <br />attorney,presented the plan for the service station. It would eliminate about 48 parking <br />places but would leave 740 for the center which is over the minimum required by our <br />ordinance. The main access would be from County Road B. However, access also would be <br />available from street on the east side through the parking lot. They would have four pumps <br />with eight hoses and sell possibly 20,000 gallons of gas per month. They would not use <br />gas as a leader item to get customers into the Target Stores. <br /> <br />Mr. Martin Libenoff was opposed to granting the special use permit because he felt it would <br />create more parking problems for him. He has had as many as 13 cars per day in his lot <br />some staying as long as one hour who appear to be doing business at Target. <br /> <br />Mr, Bob Peterson speaking for the service station operators stated that figures from Ford <br />Motor Company shows that 60.4% of cars sold are maintained by service station operators, <br />that they provide clean rest rooms, towing service, and many other services not <br />supplied by stations that only pump gas. He also asked if the gas would be sold as a <br />loss leader. <br /> <br />Mr, Sheldon Rubenstein of Rose Car Wash was opposed because he felt that he was providing <br />this service now. <br /> <br />Hr. Richard Fox of Fox's Pure Oil felt that 8 stations on B between Lexinp-ton and Snelling <br />were more than the area could handle. He stated that the Mobil Station on Hamline and B <br />has had 6 operators in the last 12 years and has been closed for the past year. <br /> <br />Mr. James Meyer, Gene Krause, Ray Herman, Irvin Stuben and Lars Lidberg also appeared <br />before the commission. <br /> <br />The commission felt that the parking was a problem at times for the shopping center and <br />that the increase in traffic flow would create more problems. It was the general con- <br />census that we have enough service stations in this area. Therefore, it was moved by <br />Remsburg that \\'e recommend denial of this request.
