<br />Regular Meeting Roseville Planning Commission <br />Wednesday, December 6, 1967 - 7:30 P.M. <br /> <br />Members present: Linebarger, Anderson, Carpenter, Membrez and Remsburg <br />Absent: Nelson and Pope. Also present Dahlgren, Goldberg and Grauel. <br /> <br />It was moved by Remsburg and seconded by Carpenter that we accept the minutes of the <br />meeting of November 1, 1967, with the correction that Membrez did not vote on the <br />acceptance of the minutes of the October 4, 1967 meeting. Roll Call: unanimous. <br /> <br />Subject File 376-67 <br />r 't -'"'- ~ ~ <br /> <br />State of Hinnesota Interchange plans for County Road C, <br />County Road C-2 and Snelling Avenue <br /> <br />After Mr. McCubrey, District #9 Engineer, stated that the latest suggestion on the <br />interchanges had been turned down and that he had no new information for us, it was <br />moved by Remsburg and seconded by Carpenter that we lay this over until our meeting <br />of January 3, 1968. Roll Call, unanimous. <br /> <br />Subject File 400-67 - Roseville Funeral Home, special use permit at County Road C-2 <br />..... ,~ ~ <br />and Snelling Avenue <br /> <br />Because of no new interchange information it was moved by Remsburg and seconded by <br />Carpenter that we lay this over until our meeting of January 3, 1968. Garley request for rezoning from "R-I" to R-3A", <br />special use permit for planned unit development, and vacation <br />of streets between old and new County Road C, West of Owasso <br />School. <br /> <br />Mr. Garley presented his plans for three buildings that would have 216 dwelling units <br />of which there would be 116 two-bedroom units and 100 one-bedroom units. They would <br />meet the Village code requirements. <br /> <br />The following people spoke in opposition: <br /> <br />Walt Parsons, 2730 North Oxford <br />~fary Hill er, 1000 \II. County Road C <br />Margaret Quinell, 2740 N. Oxford <br />Raymond Springer, 1051 W. County Road C <br />Mr. Heins, 1015 W. County Road C <br /> <br />A show of hands indicated that there were approximately 50 people at the hearing and <br />none of them spoke in favor of this request. A petition with 324 signatures surrounding <br />the park and a petition with 88 out of the approximately 100 families on the north side <br />of the park were turned in opposing this request. <br /> <br />These people spoke on the burning of trash, playgrounds, fencing along school play- <br />ground, roads, fire access, Lakeview to cut through, fireplugs, landscaping, access <br />to park, tax base, didn't want Oxford put through, air pollution, cost to health, will <br />taxes go down, will traffic be kept off old County Road C, no notice of hearing, <br />one-half million spent in development of park, no contributions from residents of apart- <br />ments, committing of property to west, 400 apartment units would account for 4/5's of <br />the residents in that area, and it appears to be a spot rezoning. <br />
