Calvin D. Garley request for rezoning from "R-I" to R-3A",
special use permit for planned unit development, and vacation
of streets between old and new County Road C, West of Owasso
School.

Mr. Garley presented his plans for three buildings that would have 216 dwelling units
of which there would be 116 two-bedroom units and 100 one-bedroom units. They would
meet the Village code requirements.

The following people spoke in opposition:

Walt Parsons, 2730 North Oxford
~fary Hill er, 1000 \II. County Road C
L. R. Heiny, 995 W. County Road C
Robert Eckhoff, 2423 North Oxford
Mrs. Joseph Smith, 895 Transit
Joseph Leier, 2473 North Churchill
Gunner Gustafson, 955 W. County Road C
Margaret Quinell, 2740 N. Oxford
Raymond Springer, 1051 W. County Road C
Mr. Heins, 1015 W. County Road C

A show of hands indicated that there were approximately 50 people at the hearing and
none of them spoke in favor of this request. A petition with 324 signatures surrounding
the park and a petition with 88 out of the approximately 100 families on the north side
of the park were turned in opposing this request.

These people spoke on the burning of trash, playgrounds, fencing along school play-
ground, roads, fire access, Lakeview to cut through, fireplugs, landscaping, access
to park, tax base, didn't want Oxford put through, air pollution, cost to health, will
taxes go down, will traffic be kept off old County Road C, no notice of hearing,
one-half million spent in development of park, no contributions from residents of apart-
ments, committing of property to west, 400 apartment units would account for 4/5's of
the residents in that area, and it appears to be a spot rezoning.
