<br />Regular Meeting Roseville Planning Commission <br />Wednesday, February 7, 1968 <br /> <br />Members present: Membrez, Anderson, Carpenter, Demos, Edlund, Pope and Remsburg, <br />Also present: Dahlgren, Goldberg and Grauel. <br /> <br />It was moved by Remsburg and seconded by Pope that \ve accept the minutes of the <br />meeting of January 3, 1968, as submitted. Roll Call: unanimous. <br /> <br />The Chairman, Mr. Membrez, introduced the new members of the Commission: ~,1rs. Milton <br />Demos (June) and Mr. James (Jim) E. Edlund, to the audience. <br /> <br />Subject File 413-67 <br />~'ct ,F~le 4l9-bl <br /> <br />Roberts Construction Company rezoning at 1750 Marion Street. <br />Bonanza Steak House sign variance at 1895 North Rice Street. <br /> <br />The Chairman announced that the above requests would be laid over until our meeting <br />of rvtarch 6, 1968, and that those interested should consider this as the notice as no <br />other notices will be published. <br /> <br />~ject File 376-67 <br /> <br />State of Minnesota Interchange plans - County Road C, <br />County Road C-2 and Snelling Avenue. <br /> <br />Mr. R. J. McDonald, Assistant District Engineer for the State of Minnesota, stated <br />that they didn't have anything new on the County Road C interchange because of the <br />theater. Howard Dahlgren gave the presentation for County Road C-2. The new proposal <br />is to move County Road C-2 south so that C-2 extended would be south of the park that <br />is west of Snelling. This would mean that part of the furniture store property, part <br />of the vacant land to the north and west of present C-2 and Snelling and the filling <br />stations would be used for this interchange. Questions were asked concerning the access <br />of trucks to County Road C-2, type of road, involvement of church, when would construction <br />begin, position of service road in relation to County Ditch #4, access to property on <br />the east side of Snelling, etc. These questions were asked by the following: <br /> <br />Mr. Lloyd Rogers, 1717 Millwood <br />Mr. Glen Johnson <br />Mr. Munson, 1654 Millwood <br />Mrs. Lindberg, 2054 North Snelling <br />Mr. Mike Ryan, 2851 North Snelling <br /> <br />It was stated that trucks would have access to County Road C-2 but that restrictions <br />could be put on the road. TI1e intersection would have a 9 ton road and as C-2 is a <br />part of the State Aid road system it would also be 9 ton. TI1e church property should <br />not be affected and Mr. McDonald said that we should be able to safely say that con- <br />struction is 7 years away. The service road would be east of the ditch. Access to the <br />property of the east side of Snelling could be \vorked out in the future. The cafe would <br />have access from the west side of his property. <br /> <br />This design seemed to be acceptable to the people present so Edlund moved and <br />Remsburg seconded that we recommend approval of this basic design concept as presented <br />by the Highway Department. Roll Call: unanimous. <br /> <br />Subject File 424-67 Mr. Howard Dahlgren explained our one-half mile system that <br />wa'sF faid out' by the County in the past. Also how Highway 36 has cut our Village in <br />half between two of our half mile streets. He stated that the Village needs an overpass <br />at Victoria and Highway 36 so that we can have one place where pedestrians and bicycles <br />can cross without becoming involved in traffic turning movements. Ramsey County and <br />the Village of Shoreview have requested that the Village maintain this overpass. <br />
