<br />-2- <br /> <br />The following people spoke against this overpass: <br /> <br />Mrs. Pat Zappa, 2230 North Victoria <br />Mr. Roy Woller, 85l Cope Avenue <br />Mr. John Strom, 2237 North Victoria <br />Mr. Light, 880 West Highway 36 <br />Mr. Fred Bliss, 851 Lovell <br /> <br />They stated the following: how close will it come to me?, it looks like the right-of~ <br />way will be ten feet from my front door, a 19' mound wouldn't be nice to look at. was <br />told ten years ago that Victoria would be cut off, will lose big trees and they will <br />take 60' off the front of my property, what about city water, maybe should extend <br />Sherren now, what of snow buildup, what about Lovell and Victoria intersection, this <br />overpass will make a speedway out of Victoria, Victoria cuts Central Park in half, etc. <br /> <br />A petition with approximately 200 signatures against this overpass is also on file. <br /> <br />After discussion it was moved by Pope and seconded by Anderson that we recommend that <br />the Council inform the HiW1way Department the Village approves of the overpass at <br />Highway 36 and Victoria. Roll Call: unanimous. <br /> <br />Subject File 420-67 <br />- ~ ~ 1" <br /> <br />Minnesota Highway Department Snelling Avenue from Midway <br />Parkway to north of County Road B, <br /> <br />Mr. Ellsworth Johnson of the Highway Department was introduced as the new District <br />Engineer succeeding Mr. McCubrey. Mr. Dahlgren stated that meetings had been held with <br />the people on both sides of Snelling at County Road B. It appears that all the people <br />realize that an interchange is required but the solution is debated. Dick Knutson <br />stated that his expansion plans would be hindered by the Highway Department taking so <br />much of his property. Mr. .John Taylor of 527 Ryan, wanted to know if the change in the <br />traffic pattern when Dayton's come in had been considered. Mr. Dahlgren then showed a <br />plan that his firm had worked out ",here traffic movements could be put in the north- <br />east quadrant. This would require another bridge for the traffic going from Snelling <br />Avenue to Highway 36. <br /> <br />It was moved by Carpenter and seconded by Pope that we recommend to the Council that <br />they request the State of Minnesota Highway Department to consider the Snelling and <br />County Road B plans as submitted by Hidwest Planning and Research, Inc. Roll Call: <br />unanimous. <br /> <br />Subject File 399-67 <br />- <br /> <br />Helerud and Bentley request for rezoning and special use permit <br />and planned unit development at 500 Highway 36 and 499 West <br />Coun ty Road B. <br /> <br />Mr. John Daubney spoke for the developer who is Mr. Nowicki, TI1e plan calls for five <br />buildings, two swimming pools, and one underground parking space and one surface park- <br />ing space for each unit. There would be 120 one bedroom units and 120 two bedroom <br />units. The plan would conform to all the requirements of the Village Code.
