Roll Call: unanimous.

Subject File 466-68 - Chandler Wilbert Vault Company request for variance in parking
setback at 2280 North Hamline Avenue

Mr. Bud Chandler and Hr. Ridder spoke for the granting of this variance. When the high-
way department takes the land on the west side of 01aooler's they will lose most of their
parking. They want to put the lot in back and have it large enough for about 55 cars.
Tnis would IOOal1 encroachment on the setback required. The Public Works Director's rreIJlO
of September 3, 1968, stated that when the interchange at Highway 36 and Hamline is awarded,
the following construction would take place:

1. Upgrade Hamline Avenue between County Road B and B-2. (Joint Village-County
project)
2. Construct storm sewers on Hamline Avenue bebveen County Road B and B-2.
(Joint Village-County project)
3. The construction of interchange will necessitate a substantial lowering of the
grade of TH 36 and its ditches in the area of Hamline and Dellwood Avenues.
Also, the M.H.D. will be installing the necessary culvert to provide an outlet
for drainage south of TH 36 and west of Dellwood. The lowering of the ditch will
provide a ten (10') foot difference in elevation between the ditch and the low
area in question. At present there is about a one (1') foot difference.

Mr. Kurcott, Mr. Willis, Mr. Art Biszang and Mr. Paulos spoke at the hearing. Their con-
cern was with the large variance requested and the drainage problem. Pictures were pro-
duced showing the water standing up to their garages and also covering the subject property 0
They had counted cars and come up with only 36 to 39 cars around the plant. Mr. Chandler
stated that he would be willing to accept a variance of 20' on the east and a la' variance
on the west. The Commission was worried about the water situation for the coming year be~
fore 111 36 could be lowered. Also what would happen if the proposed 18" storm sewer on
the east end of this property wasn't installed. After discussion

It was roved by Remsburg and seconded by Edlund that we recomrrend to the Council that they
deny this request for variance. Roll Call: Ayes (5) - Nays (1) - M3mbrez opposing.

SUbuect File 468-68 - Eva Mogren's request for division of Government Lot 9, 2824 Lakeview.

Mr. M:>gren and his grandson didn't present any further plans other than the one they
presented at the last hearing. Discussion centered on the dedicating of land for the roads
and the improvement of this road. Also the land locking of the one lot that Mr. Mcgren's
house is on now. Mr. O'Brien, Mr. Broemen, Mr. Seleniske, Mr. Tedra and Mr. Barrett spoke
at the hearing. They were interested in what their cost would be if this road were to be
improved. It appeared that they didn't want any assessments against their property. They
stated that they were satisfied with the road as it is now. After discussion,

It was moved by Demos and seconded by Remsburg that we recorrmend to the COtmcil that they
approve the 6 lot plan #3 dated September 4, 1968. subject to a dedication of 20' on
Orchard Lane and a dedication of 10' on Lakeview and that the improvements for Orchard
Lane on the north line of Mr. Mogrens property be assessed 75% to Mr. Mogrens property and
25% to the other benefitted property owners. Roll Call: unanimous.
