-2-

Subject File 483-68 - O'Dell-Peterson (Kloster-Madsen, Inc.) request for rezoning from
R-I to R-3A and special use permit for planned unit development at
3030 North Cleveland Avenue.

Mr. O'Dell of 710 40th Avenue N.E., Minneapolis, and Mr. David Bennett the architect,
spoke for the project. They stated that there were 303,800 square feet of property.
They would put up four buildings with 112 units. Fifty-four one bedroom and fifty-eight
two bedroom apartments. The buildings would be setback 95' and 130' from the north
property line. Both entrances to the area would come from Cleveland Avenue. Units would
rent from $180 to $190 and excess of $200 for the 2 bedroom units. This would be a
$2,000,000 project. TI1ey would agree to any screening required and would check into the
increasing of the setback of the building on the north at Cleveland Avenue.

Mr. Wayne Duco, 3075 Wilder, said that he has been a resident of Roseville for seven years.
TIlat 4 to 5 letters have been sent by him and his neighbors objecting to this rezoning.
They were satisfied with the plan in the newsletter and urged the Planning Commission to
go along with the plan. The traffic now is bad because of the apartments to the north in
New Brighton. He would like to see this matter held up until the 701 Program is completed.
Mr. Schrewers, 3058 North Wilder, wanted to know if this would mean that there could be more
rezoning in the area. Mr. Wallace BUlke, 3070 North Cleveland, wanted to know why not re-
zone to double bungelow or duplex. It was pointed out during the discussion that this
property in question will not be considered for rezoning as the 701 Program stands now.
The motion by Anderson and seconded by Demos to deny this request was defeated.

Edlund moved and Pope seconded that we lay this over until after the final action by the
Council on the 701 Program and then the applicant can come back with complete building
and landscaping plans. Roll Call: unanimous.

Subject File ~85-p8 - Janet Bigham request for division of lot at County Road C and
Wheaton.

The Public Works Director pointed out that more property would have to be divided than
was requested so

Anderson moved and Edlund seconded tilat we lay this over until our next meeting.
Roll Call: unanimous.

Subject File 486-68 - Minnesota Highway Department request for approval of highway
improvement design for Rice Street from Bismarck Avenue to 600
feet north of Transit.

It was moved by Pope and seconded by Edlund that we recommend to the Council that they
approve the plans as submitted. Roll Call: unanimous.

There being no further business it was moved by Pope and seconded by Demos that we
adjourn. Roll Call: unanimous.
