Roseville Planning Commission <br />Wednesday, t,larch 5, 1969 . 7:30 Polv10 <br /> <br />Members present: <br />Members absent: <br />Also present: <br /> <br />Membrez, Anderson, Carpenter, Demos, Edlund and Remsburg <br />Pope <br />Dahlgren, Goldberg and Grauel <br /> <br />Mr. Edlund noted that the voting on Subject File 473-68 - State of Minnesota <br />Highway Department request for approval of preliminary plan for overpass at <br />Victoria Avenue and T.H. 36 should be: Rpll ~all, ~y~s - 5~ Nay~ ; 1, <br />Edl.und opposing. <br /> <br />It was moved by Demos and seconded by Carpenter that we accept the minutes of <br />February 5, 1969 as submitted with the above correction. Roll Call, unanimous. <br /> <br />In the memo ti tled "Minutes - 701 Hearing - December 3, 1968", Mrs. Demos would <br />like the number 5 statement on the first page to be corrected to "one block radius" <br />instead of "one block area". It \vas ordered to note the correction on the copy on <br />file in the Village Hall 0 <br /> <br />It was moved by Edlund and seconded by Demos dlat we accept the minutes of December 3, <br />1968 as submitted. Roll Call: unanimous. <br /> <br />Subject F~le 473-68 - State of Minnesota Highway Plans for Victoria and ToHo 36 <br />Overpass <br /> <br />Mr. Bob 1v1cDonald and Mr. John Diffendorfer of the Highway Department stated that <br />from a traffic standpoint there should be no access to Victoria and that the access <br />should be to Lovell on the north. If the curved approach had to be used it would <br />have a 406% grade and would come close to Mrso Cook's house. The damage costs may <br />be high enough so that they might take Mrs. Cook's property. It was pointed out <br />that the Village has a policy where we have all access for apartment developments <br />exit on the main thoroughfares and not to the residential streetso Also the Council <br />and Planning Commission have told the residents in the area that we would not allow <br />access to Lovell from the apartment project on Tor!', 36. After discussion <br /> <br />It was moved by Demos and seconded by Anderson that we lay this over until our next <br />meeting so that the Minnesota Highway Department can come in with a new proposalo <br />Roll Call, unanimouso <br /> <br />Subject File ,496-69 - John McCarron rezoning from R-2 to B-3 at 2150 North Dale Street. <br /> <br />Mro Bob Schroader said that there were no changes in the plan that had been sub- <br />mitted beforeo If the rezoning were granted the R-2 property to the south would be <br />142' x 170'. If the rezoning were not granted he would build on the property that <br />is zoned presently 8-3. The building would be smaller and the parking spaces would <br />be reduced from 28 to 20. The building would not be set on the sewer easements that <br />are on the west part of the property. Mr. Jerome Franke who was representing the <br />owner said they didn't care who would buy the property 0 He requested that the <br />Planning Commission make a ruling so that the Council could also rule on the property. <br />He suggested that we make a two fold proposaL Mr. .Jerry Holmquist, President of <br />the B-Dale Men's Club stated that the club at its meeting on Tuesday endorsed the <br />Village of Roseville's Recreation Board proposalo As a resident of the area he <br />wanted to be sure that the fill be of goo<.1 quality and t-1ro Schroader assured him <br />that it would be of a clean sandy n.atureo Mro Kern Weigner of 2125 North Dale and <br />Mr, Bob Hansen, 630 Eldridge also were opposed to the re zoningo <br />
