<br />Roseville Planning Commis:.. ,n <br />May 7, 1969 <br /> <br />The regular meeting of the Roseville Planning Commission of May 7, 1969, was called <br />to order at 7:35 P.M. <br /> <br />Commission Members Present - Carpenter, Johnson, Pope, Edlund, Eagles, Chairman Membrez. <br /> <br />Others Present - Councilman Grauel, Consultant Planner Dahlgren, Public Works Director <br />Gol~erg and Assistant Manager Sills. <br /> <br />Commission Member Absent - Demos <br /> <br />Edlund Moved, Carpenter Seconded, that the minutes of the April 2, 1969, meeting be <br />approved as submitted. Roll Call, Ayes: Carpenter, Johnson, Pope, Edlund, Eagles and <br />Membre z. Nays: None. <br /> <br />PlanniDg File 498-69 - Ben Freeman request for rezoning from R-I to R-3A, 485 West <br />k..arpenteur Avenue for an apartment complex. <br /> <br />Presentation <br /> <br />Mr. John Daubney, attorney for the applicant, indicated that he would once again <br />review the proposal since there was some new members on the Commission. <br /> <br />There are approximately 8.7 acres of land in this proposed development bounded on <br />the south by Larpenteur Avenue and just east of Mackubin Street. The eastern portion of <br />the property hasextremely poor soil conditions and consequently not suitable for con- <br />struction purposes. The developer is proposing to construct three apartment buildings <br />of 39, 4S and 60 units to be constructed on the western portion of the property. There <br />would be 144 underground garages and 144 surface parking spaces. Access to the apart- <br />ment development would be from Larpenteur Avenue. The storm drainage at the present <br />drains to the east and the balance would drain toward Larpenteur Avenue. Mr. Daubney <br />indicated that the owner would be willing to dedicate to the Village as park property <br />the eastern portion which would not be needed for density purposes. <br /> <br />Reference was made to the recent "701" Planning Proposals adopted by both the <br />Planning Commission and Villa~ Council which proposes this land to be suitable for <br />multiple development. A planting and grading plan, as well as the site development <br />plan, were presented to the Commission. <br /> <br />Discussion <br />L <br /> <br />Mr. Robert J. Erdes, 504 Glenwood Avenue, raised the following points: <br /> <br />1. What will be the valuation and exterior treatment of these apartment units? <br /> <br />It was indicated that the valuations would be between $12,000 - $14,000 per unit <br />with taxes of approximately $500 per unit for a total property tax payment of approxi- <br />mately $70,000 for the apartment development. <br /> <br />The exterior treatment would be brick faced with a mansard roof. <br /> <br />2. 'fuat is the d:rainage situation for this development? <br /> <br />It was explained that the present drainage runs to the east with the balance to <br />the south to Larpenteur Avenue. <br /> <br />3. Why not leave the development zoned R-I instead of apartments? <br /> <br />4. What will be the parking situation for this development? <br />
