<br />Roseville Planning Commission <br />August 6, 1969 <br /> <br />The regular meeting of the Roseville Planning Commission of August 6, 1969, was called <br />to order at 7:36 P.M. <br /> <br />Commission Members Present - Carpenter, Pope, Eagles, Edlund, Chairman Membrez <br /> <br />Others Present - Councilman Grauel, Consultant Planner Dahlgren, Public Works Director <br />~oldberg, Assistant Village Manager Sills <br /> <br />Commission Members Absent - Demos and Johnson <br />. <br /> <br />Edlund Moved, Pope Seconded, that the minutes of the July 2, 1969 meeting be approved as <br />submitted: Roll Call, Ayes: Carpenter, Pope, Eagles, Edlund, Membrez. Nays: None. <br /> <br />Planning File 523-69 - Minnesota Highway Department Layout No. 6 SP 6216-43 (Snelling <br />Avenue between County Road C and Hamline Avenue) <br /> <br />Presentation <br />t - ~ <br /> <br />Mr. Dahlgren explained that the Planning Commission requested at their last meeting that <br />he present some alternate plans to those submitted by the Minnesota Highway Department for <br />Snelling Avenue between County Road C and Hamline Avenue. Those plans submitted by the <br />Minnesota Highway Department indicate an interchange at County Road C and Hamline Avenue <br />with an overpass at Lydia Avenue. Mr. Dahlgren indicated that he has attempted to provide <br />a reasonable access to the commercial property, mainly on the west side of Snelling Avenue <br />and at the same time minimi z;e the traffic on residential street. He further stated that <br />from the ideas from the State Highway Department, and the ideas of the Village of Roseville, <br />a conunon solution will have to be worked out wi th regard to the upgrading of Snelling Avenue. <br /> <br />At this point Mr. Dahlgren stated that he had reviewed three possible alternate plans to the <br />upgrading of Snelling Avenue. Plans No. 1 would provide on and off ramps going north and <br />south on Snelling Avenue near Lydia Avenue. Plan No. 2 would provide three folded diamonds <br />on Snelling Avenue between County Road C and Hamline Avenue. These folded diamonds would <br />be on the north side of County Road C, on the north side of Lydia, and on the north side of <br />Hamline Avenue. Plan No. 3 - County Road C-2 would go across Snelling Avenue with button- <br />hook designs near Lydia Avenue on both sides of Snelling, After the completion of a brief <br />discussion on the pros and cons of these three plans, the meeting was opened up to general <br />discussion. <br /> <br />Discussion <br /> <br />Mr. Walter C. Peters, 3011 Shorewood Lane. How does the traffic go east on Lydia and north <br />on Snelling under Plan #3? <br />Mr. Jud C. Zandstra, 1541 Lydia. ~fuich residential property will be taken under these <br />three alternate plans? <br />Mr. Dean A. Turner, 1759 Lydia. The reduction of traffic on Lydia Avenue should be of prime <br />importance since it is primarily a residential street. <br />Mr. Gordon N. Hanson, 1475 Centennial Drive. It appears that all of these plans including <br />that from the Highway Department are strictly for the convenience of the Paul Bunyan Motel. <br />He also indicated that he felt the traffic was too close to th, Ralph Reeder School. <br />Mr. Marvin Sellers, 1784 Millwood. Plan #3 which provides for an overpass on C-2 would <br />cause an increase in truck traffic in the area. Also, the future plans of County Road C-2 <br />west of Snelling should be taken into consideration with this plan. <br />Mr. Ronald C. Ness, 1476 Centennial Drive, representing the Ralph Reeder P.T.A. favors the <br />interchange at County Road C and the interchange at Hamline Avenue. He stressed that there <br />are over three hundred children who cross C-2 going to the Ralph Reeder School. <br />
