<br />Roseville Planning Comn iion <br />October 1, 1969 <br /> <br />The regular meeting of the Roseville Planning Commission of October 1, 1969, was called to <br />order at 7:36 P.M. <br /> <br />Commission Members Present: Carpenter, Demos, Pope, Edlund, Membrez <br /> <br />Others Present: Councilman Grauel, Consultant Planner Dahlgren, Public Works Director <br />Goldberg, Assistant Village Manager Sills, Inspection Superintendent <br />Kluegel. <br /> <br />Commission Members Absent: Johnson and Eagles <br />T <br /> <br />Edlund ~toved, Demos Seconded, that the minutes of the September 3, 1969 regular meeting <br />be approved as submitted. Roll Call, Ayes: Carpenter, Demos, Pope, Edlund, Membrez. <br /> <br />PLANNING FILE 523-69 - ~lINNESOTA HIGHWAY DEPARThffiNT LAYOUT NO. 6-SP 6216-43 (SNELLING <br />AVENUE BETWEEN COUNTY ROAD C AI'-JD HAl-1LINE AVENUE). <br /> <br />Presentation <br /> <br />Mr. Howard Dahlgren presented this particular case to the audience and to the Planning <br />Commission. Mr. Dahlgren and Mr. Goldberg met with the State Highway Department people <br />concerning the layout for Snelling Avenue between County Road C and Hamline Avenue. <br />Mr. Dahlgren presented the three alternative plans which he presented to the Commission <br />at a previous meeting. As a result of a meeting with the Highway Department officials <br />there appeared to be a solution with an interchange at County Road C and a folded diamond <br />at Hamline Avenue with four service roads connecting between these two points. The Highway <br />Department is now asking the Village: "What is the best design for the area between these <br />two points?" Mr. Dahlgren indicated that this particular plan submitted by the Highway <br />Department has not had staff approval from the Highway Department or the Bureau of Pub lic <br />Roads. <br /> <br />Discussion <br /> <br />Mr. Walter Peters, 3011 Shorewood Lane, asked a question as to whether or not it would be <br />feasible to construct an underpass at Lydia Avenue. <br />Robert J. Luken, 3030 North Asbury, wanted to know if service roads are 300 feet back from <br />the highway (Snelling Avenue). <br />Mr. Dean Turner, 1759 Lydia, stated that he did not favor an overpass at Lydia Avenue and <br />felt that most traffic on the west side of Snelling Avenue would proceed to Fairview Avenue <br />and then go either north or south. <br />Roger Upj or, 1475 Centennial, wanted to know if the State Highway Department was against an <br />interchange between County Road C and Ham1ine Avenue. <br />Mrs. Wayne Burlingame, 2977 Asbury, had a question on the volume of traffic presently on <br />Lydia Avenue. <br />Roger Upjor, 1475 Centennial, stated he was not in favor of an overpass at County Road C=2. <br />Mrs. Lyle Christenson, speaking as a representative of the Ralph Reeder P.T.A., stated that <br />this particular organization was in favor of an interchange at County Road C and Ham1ine <br />Avenue. However, they did not take a stand on an overpass at Lydia, but the group'did show <br />opposition against an interchange at either Lydia or County Road C-2. <br />Mrs. Richard Graff, 3061 Asbury, stated that she was also against an interchange at either <br />County Road C-2 or Lydia. <br /> <br />RECOMMENDATION <br />r ~ <br /> <br />CARPENTER MOVED, DEMOS SECONDED, THAT THERE BE INTERCHAI\JGES CONSTIWCTED AT COUNTY ROAD C <br />AND A FOLDED DIAMOND AT HAr-tLINE AVENUE, BUT THAT NO OTIIER INTERCHANGES BE CONSTRUCTED BETWEEN <br />THESE TWO POINTS ON SNELLING AVENUE, BUT THAT SOME TYPE OF CROSS-OVER BETWEEN THE EAST AND <br />WEST SIDE OF SNELLING AVENUE BE CONSTRUCTED. ROLL CALL, AYES: CARPENTER, DEMOS, POPE, EDLUND <br />AND MEMBREZ. NAYS: NONE. <br />
