In his investigation with the Ramsey <br />County Auditors he noted that the present properties located there contribute approximately <br />$772 annually in taxes and that the proposed bank project would contribute in the neighbor- <br />hood of $18,700 in local property taxes. The architect repre~enting the bank explained and <br />displayed a design of the bank building and had a scale model to present to the Commission. <br />He stated that the exterior material of the bank would be of stone and copper and that any <br />signs developed would be in conformance with the Village Code and would be an attractive <br />sign for the bank property. <br /> <br />Mr. Jansen presented a synopsis of the petition indicating the property owners who indicated <br />support of the particular bank project. He stated that the bank hours would be between <br />9:00 A.H. and 3:00 - 4:00 P.M. with opening one night per week. <br /> <br />Discussion <br /> <br />Mr. Robert Margo, 1124 Ruggles, had a reference to the "701" Plan and felt that this was now <br />a deviation from it and that commercial property would now continue to go north on Lexington <br />Avenue. <br />Mr. Ed Nordquist, 1045 Ruggles, had a question on the traffic that would come out onto Ruggles <br />Avenue. <br />Mrs. Shirley Beam, 1042 Ruggles, also questioned the commercial development that would proceed <br />up north on Lexington Avenue if this rezoning request were granted. <br />Mr. Robert Margo, 1124 Ruggles, had a question of how many banks can locate in the same <br />general area. <br />Dr. John Kennedy of the Kennedy Medical Clinic had a question as to the common drive in <br />entrance that would be shared by the clinic and the bank. REQUEST FOR SPECIAL USE PERMIT FOR APARTMENT IN B-1 <br />ZONE AND EXCEEDING 1-1/2 STORY IN HEIGHT AT 2075 NORTH RICE STREET. <br /> <br />Presentation <br /> <br />Mr. Ted Glasrud, representing Ban-Con, Inc. stated ~1at the land was presently zoned B-1 and <br />that he would like to construct a 3 story apartment with a basement garage that would front <br />on Rice Street. He stated there are approximately 95,000 square feet of area involved which <br />is just over two acres and that he would propose to develop a 42 unit building with 21 one <br />bedroom units and 21 two bedroom units. He stated that the building exterior would be of wood <br />and that a landscape plan was not ready for submission to the Planning Commission at this <br />time. <br /> <br />Discussion <br /> <br />There was some question as to whether or not the property should be rezoned to R-3A or <br />should it stay in a B-1 zone and grant apartments through a special use permit. There <br />was also a question as to the wood treatment of the exterior of the apartment building. <br />Mrs. Theresa Bloom, 2040 Woodbridge, had a question as to the parking and the height of <br />the buildings and she felt the three story building would look down over onto her property <br />and into her back yard. <br />Mr. Donald Peterson, 2041 Woodbridge, had a question as to the screening of the apartments <br />and whether or not this was covered in the Code. <br />
