Meeting <br />Wednesday, .July 1,1970 - 7:30 P,M. <br /> <br />The July 1, 1970, meeting of the Roseville Planning Commission was called to order by <br />Chairman Membrez at 7:30 P.M. <br /> <br />Those present were: <br />Also present: <br /> <br />Kellett, Johnson, Demos, Pope, Edlund, Eagles and Membrez. <br />Mr. John Darling from Midwest Planning & Research, Inc., <br />Mr. Goldberg, Mr. Kluegel and Mr. Cosby from the staff of <br />the Village. <br /> <br />Mr. Kellett Moved, and Mr. Pope Seconded, that the minutes of the meeting of June 3, 1970 <br />be approved as presented. Roll Call, Ayes: Kellett, Johnson, Demos, Pope, Edlund, Eaglesg <br />Hembrez. Nays: None. <br /> <br />Mr. Edlund Moved and Mr. Kellett Seconded, that the minutes of the special meeting of <br />June 17, 1970, be approved as presented. Roll Call, Ayes: Kellett, Johnson, Demos, Pope, <br />Edlund, /llembrez. Nays: None. Abstentions: Eagles. <br /> <br />Mrs. Ann Berry of the League of Women Voters addressed the Commission to briefly explain <br />the stand of the League of Women Voters on housing. They generally favor a broad range of <br />housing in the community and strongly urge that the planned development concept be followed <br />and enlarged upon. <br /> <br />Planning File S7~-70 - Kenneth Johnson variance to sign ordinance. <br /> <br />Mr. Johnson on June 19, submitted a letter stating: "Gentlemen: Please withdraw <br />my application for sign variance and see if my filing fees may be refunded?" <br /> <br />As a result of this action the item was removed from the agenda and his request was with- <br />drawn, <br /> <br />Planning F.ile 577-70 - Continental Oil Company request for special use permit for commercial <br />car wash at 1721 North Lexington Avenue. <br /> <br />/l1r. Dale Hudson, representing the Continental Oil Company, presented the same plans and <br />drawings that were presented at the last meeting. At this time Mr. Goldberg explained the <br />curb cuts and discussed the report from the Traffic Committee. A question arose as to <br />whether or not the divider down Lexington Avenue that is planned to be put in would inter- <br />fere with the business or in effect cut the business that the car wash would receiveo <br />Mr. Hudson felt that the one way traffic that would come into existence as a result of the <br />divider would be sufficient and that their business primarily would be conducted in the <br />winter months. <br /> <br />At this time Mr. John Darling, /ltid\vest Planning, stated that he felt a solid strip down <br />Lexington Avenue as proposed in the plans would not be a hazzard. /llrs. Demos Moved that <br />the Continental Oil Company request be denied. It was seconded by Mr. Edlund. The roll <br />call was: Ayes: Johnson, Demos, Pope, Edlund, Eagles, Membrez. Nays: Kellett. <br /> <br />The reasons for the vote are as follows: Mr. Membrez felt that a traffic problem would <br />occur and he questioned \vhether or not it was the proper place for a car wash. Mr. Pope <br />felt that even though the median would be put in, it was still not the proper location for <br />a car wash and it was not a good use of the landc <br /> <br />~fr. Johnson stated he was opposed to it. Hr. Kellett felt there was over concern with <br />the traffic problem and that the traffic consideration should not be the sole consideration <br />in deciding for or against the issue. Mrs. Demos felt there was a lack of sufficient area <br />on the lot itself for parking and backup room. Mr. Eagles had no comment. <br />
