She hesitated to act on this proposal because no traffic reports were pre- <br />sented before the Commission and traffic would be bad and she also fel t that no variation <br />for a higher density should be granted. Not enough planning had gone into phase 30 There <br />was a great deal of room for improvement, however, she was not opposed to the project in <br />general. <br /> <br />Hro Pope felt that phase 3 at this time should not be of concern to the Commission. He <br />also wanted to give tentative approval to the project until the more detailed landscaping <br />plans were submitted. <br /> <br />Planning File 581-70 - Ban-Con request for rezoning at 401 - SOl West County Road C from <br />R-l to R-6 <br /> <br />/lir. Glasrud was present to present the case, stating that he wished to build 35 = 40 town- <br />houses on 5-1/2 acreso Sales possibilities for this development were excellent, two or <br />three curb cuts would be needed and he will have a service road. He is buying this property <br />subject to the rezoning being considered tonight. ~1r. Leonard Hertz objected to it. <br />Thought the traffic was bad. TI1e Commission realizing that the plat had yet to be approved <br />decided to tab le this motion until the platting had been approved. <br /> <br />/lir. Edlund Moved. Mro Pope Seconded, that the platting and the rezoning be presented to the <br />Commission at their next meeting so that this proposal could be considered as a complete <br />packet. Roll Call, Ayes: Kellett, Johnson, Demos, Pope, Edlund, Eagles and Membrez. Nays: <br />None. Unanimous. All were in favor of this and the item was tabled and held over until <br />the next meeting. <br /> <br />Planning File 579-70 - Schivanno Shores Preliminary Plat and rezoning from R-l to R-2. <br /> <br />~ir. Roy Spannus was present and presented diagrams showing 11,000 square feet per family <br />dwelling; a total of l5 families in the area. Would bring in the sewer and water. Also <br />required the development of Heinel Drive. He is giving Cohansey Street to the Village <br />based on the development of lIeinel Drive. No variances will be needed for the house. <br /> <br />/llr. Charles Miller at this time presented a petition to the Commission of 19 neighbors <br />in the area, only three of \~hich were within the 250 feet requirement, but all opposed the <br />rezoning to R-2. <br /> <br />Ethel Foster addressed the Commission stating that when Schivanno first came around to get <br />signatures on the petition for this rezoning and development they were given assurance that <br />the owners of the new houses would live in the houses and they would not be rented outo <br />She now finds that this is not the case and that actually Schivanno does not have control <br />over this once he sells the house. She, therefore, wishes to have her name removed from the <br />original petition. <br /> <br />At this time a letter was given to the Commission from Theresa Unger who favors the rezoning <br />from R-l to R-Z. <br /> <br />Mrso Davidson, 559 South Owasso, rose and accused Schivanno of being a corporation which went <br />around into the neighborhood and told each neighbor a different story in order to get names <br />on the petition to allow for the rezoning. <br /> <br />The question also came from the audience as to whether a turn-around would be allowed for <br />the snowplows on Heinel Drive until it becomes fully developed. The turn-arounds for the <br />snow plows would be provided for. The present owners of homes in the area under consider- <br />ation wanted protection of the residential area. They felt that double houses meant high <br />turnover and not good care of the property. They wanted the property owners themselves to <br />
