-3-

Avenue, as per request by Mr. Russell Zappa. Roll Call, Ayes: Kellett, DemosJ> Pope,
IDilund and Membrez. Nays: None.

Planning File 584-70 - Minnesota Transfer Railway Company's rezoning from I-l to I-2 at
3000 Long Lake Road.

Mr. Jack Wallace, attorney for Minnesota Transfer, and Mr. Frank Collette of Paper Calmen~
son, appeared on behalf of this proposal. Request is for rezoning of approximately 2~
acres from I-l to I-2. PapeI' Calmenson is interested in the south 6~ acres of the property.
They do not have firm plans at this time indicating the type of building that they would
put up, but they would like to have the property available when they will need it for
building. It would be similar to what is now inplace at T.H. 280 and T.H. 36. Mr. Dahlgren
pointed out that I-2 District required screening of any outside storage. The Planning Com~
mission felt that some type of proposed plans for the property should be presented.

Mr. Pope Moved, and Mr. Eilund Seconded, that the request by Minnesota Transfer Railway
Company rezoning of property from I-I to I-2 at approximately 3000 Long Lake Road, be laid
over to the September, 1970, meeting. Roll Call, Ayes: Kellett, Demos, Pope, Eilund and
Membrez. Nays: None.

Planning File 585-70 - William Godbout, 1080 West County Road D, variance to setback.

Mr. Godbout appeared and presented the plan that calls for the construction of 20 garages
and 18 additional parking spaces. He is requesting a 5 foot variance on the west side
(would build up to the west property line) and a 15 foot variance on the north side of
the property. The garages would be 11' x 24', flat roof construction with convential sid~
ing, either painted or stained.

Mr. Goldberg stated that information from the Ramsey County Engineers office, showed that
the existing 66 foot right-of-way on County Road D is in accordance with their master
street plan. He also stated that Mr. Deane Anklan, Ramsey County Engineer, was sending a
letter, but he was not sure of what was contained in said letter.

Mr. Pope commented that a material with low maintenance quality, such as brick, be used. on
the garages. Mr. Godbout stated that this would prove too expensive. Mr. Dahlgren point-
ed out that the ordinance required that accessory buildings be built of similar materials
as the main buildings.

Mr. Sweet of 3111 Cburchill street abuts the property on the east, noted that he was in
agreement of saving the existing trees on the east side of the propertYJ> but felt that
the garages might be too close and the trees may not live. He also felt that the garages
should be setback 30 feet from West County Road D to be in alignment with the other pro-
perties along said roadway.

Mr. Dahlgren proposed the following:

(1.) Granting of a 5 foot variance on the west side of the property
(build the garages up to the property line).
(2.) No variance to the east (abide by 5 foot setback in ordinance).
(3.) A 4 foot variance to the north for the garages (this would
provide for a 26 foot setback and would eliminate 2 garages.)
(4.) A 3 foot variance to the north for the parking spaces (this would
provide for a l2 foot setback and would eliminate 2 parking spaces).

The project would then consist of l8 garages and 16 parking spaces for a total of 24 spaces.

Recommendation: Mr. Pope Moved, and Mr. Efilund Seconded, that William Godbout's request
for variance to setbacks at 1080 West County Road D, be approved as ou.tlined above under
~. Dahlgren's recommendations, and further, that construction be in accordance with dur-
ent V1llage ordinances.
