Elimination of the proposed medical building on the easterly portion of the <br />property to be replaced by a driveway access onto Dale Streeto <br /> <br />Roll Call, Ayes: Ke llet t, Edlund, Eagles, ~mos, Pope, Johnsen and Membre z. <br />Nays: None. <br /> <br />Planning File 641-71 - Slumberland request for Special Use Permit at 2361 ToH. 36 <br />and amendment to Sectioo 1O~290 of the Village Code <br /> <br />Presentation <br /> <br />Mr. AvrOl1 Gordon, Attorney representing Slumberland, indicated that Slumberland <br />presently is a long tenn leasee of the office and warehouse space at 2361 West Highway <br />36 in Roseville~ In conjunction with the warehouse operation, Slumberland would like <br />to ccnduct periodic warehouse sales to the public to sell, discontinued, overstocked <br />or damaged items. The merchandise consists primarily of mattresses and convertible <br />sofas 0 Slurnber1and proposes to conduct such sales out of the warehouse from 12 .. 15 <br />times a year on weekends from approximately 9: 00 A.M ~ to 6: 00 P oM. <br /> <br />The property provides parking of approximately SO vehicles. The coIl'pany estimates <br />that there would be a maximun of 5 .. 6 customers in the warehouse or showroom at any <br />given time when a sale is being conducted and does not believe that the traffic flow <br />would be materially effected. The company also believes that such warehouse sales, <br />since they would not be on a continuous or day~to.day basis would 4ave no material effect <br />on the character of the area. There would be no signs or otherfonns of undesirable <br />advertisement of the sale located on the property or building, all the advertising being <br />done by the canpany through other media. <br /> <br />Mr. Graham indicated that Section lO,290 of the Roseville Zoning Code currently allows <br />certain uses in light industrial districts by special pennit, such uses including among <br />other things, sales and rental of contractors' equipment, conmercial auto wa-shing, <br />gasoline service station and building materials. Slumberland proposes an amendment to <br />Section 10,290 to allow as an additional use by special permit in a light industrial <br />district limited retail sales from the warehouse operation. <br /> <br />Discussicn <br /> <br />Mr. Membrez asked if there would be any used bedding or beds sold at the proposed saleo <br /> <br />Mr. Larson, President of Sltlllberland, stated that only new merchandise would be sold. <br /> <br />Mrs. Demos felt that the Village has a committment to other retailers in Roseville <br />who have complied with the requirements of the Village Code. She expressed concern <br />over letting another finn come into the Village without fulfilling the requirements, <br />and then undercutting the existing retail outlets. <br /> <br />Mr. Edlund indicated that he would be against changing Section 10.290 of the Code <br />because the Village could end up with the warehouses all over the place. <br /> <br />Mr. Johnson stated that the change in the code could be made very narrow in its scope <br />to provide the Village CotD'lcil with tight control. <br /> <br />Mr. Terrance Quigley of the Deluxe Check Printing finn which has plant across from <br />the Slumberland warehouse, stated that when the site was selected as a plant for Deluxe <br />it was done so with a great deal of care. He indicated that they had no desire to be <br />an obstacle to future business, but that their finn was concerned about any kind of <br />retail operation in the area. I-e stated that it was his opinion that a retail <br />operatim would disrupt their business and that with all the checks that are stored <br />
