Rosevi11e Planning Commission Minutes
November 3, 1971

The November 3, 1971, regular meeting of the Roseville Planning Commission was called
to order by Chainnan Membrez at 7: 35 P.M.

Members present:
Members absent:
Others present:

Pope, Demos, Kellett, Edltmd and Hembrez. Roll Call, Ayes: Pope, Demos, Kellett and Membrez.
Nays: None. Abstentions: Edlt.n1d.

Planning File 656-71 - Garden Development Company request for variance to sign ordinance
at 1255 1Vest Larpenteur Avenue

Presentation

Mr. Jim Shaw, Garden Development Company, indicated that the fi nn was requesting a
variance from the 25 foot height limitation and the 100 sq. ft. area limitation pro=
vided in the code for pylon signs. He stated that the proposed sign would be approxi=
mately 180 sq. ft. in area and be 31 feet in height. Hr. Shaw indicated that the top
6 feet of the sign could be removed and therefore be within code limitation. However,
he felt that the rerova1 of that portion would spoil the design and the desired effect of
the sign. The sign has been designed in such a way as to compliment the building. He
stated that the portion of the sign which would be 8 feet above grolU1d level would not have
any parking places by it and it would all be landscaped arolU1d the sign.

Discussion

Mr. Eagles indicated that it did not appear to be a hardship case and that the sign could
readily be designed to comply with the code. lIe felt that 25 feet was high enough for
placement on Larpenteur Avenue. !-1r. Membrez felt that if the top portion of the sign were
removed that the total effect desired would be spoiled. Mr. Ed1lU1d felt that the variance
should be granted.

Recommenda tion

Mr. EdllU1d moved and Mrs. Demos seconded that the Commission recommend approval of
Garden Development Company's request for variance to sign ordinace at 1255 West Larpenteur
Avenue. Roll Call, Ayes: Pope, Demos, Edlund and Membrez. Nays: Eagles and Kellett.

Planning File 642= 71 . Royal Oldsmobile request for variance to sign height at 2800
Long Lake Road

Presentation

Mr. Jean Parranto, representing Royal Oldsmobile, indicated that he is requesting a
height variance for two signs; one of which is proposed to be 47 feet above grade level
and the other 36 feet above grade at the base of the sign. The Village Code pennits a
height of no more than 25 feet. Mr. Parranto stated that the elevation where the 47
foot sign would be located was 904 feet, The elevation of the freeway is 913 feet,
therefore, the sign is 9 feet below the freeway. Mr. Parranto felt by having the 47
foot sign that two things would be accomplished; one ,getting a high enough elevation
so that the sign could be seen readily from the freeway; two, the sign would not be
cutting off visibility of the White Truck finn located to the south.
