<br />Rosevi11e Planning Commission M~utes <br />January 5, 1972 <br /> <br />The JanuaI)' 5, 1972, regular meeting of the Roseville Planning Commission was <br />called to order by Acting O1ainnan Pope at 7:30 P.M. <br /> <br />Members present: Demos, G. Johnson, V. Johnson, and Pope. Kellett arrived at <br />7:35 P.M. <br /> <br />Others present: <br /> <br />Eagles and Membrez <br /> <br />Councilman Albert Grauel, Public Works Director Shennan Goldberg, <br />Midwest Planning representative Dick Dwinell and Administrative <br />Assistant Steve North <br /> <br />Member: absent: <br /> <br />Planning File 652-71 - Richard Knutson request for special use pennit for a <br />service station at 2151 North Snelling Avenue <br /> <br />Presentation <br /> <br />Mr. Jack Anderson, Traffic Specialist with Midwest Plarming & Research, Inc. in- <br />dicated that Midwest had been retained by the Roseville Village Council to work <br />wi th the Village Engineering Department, the Minnesota Highway Department and the <br />Ramsey County engineering department in a joint effort to determine a safe and <br />efficient interchange design for the intersection of County Road B and Snelling <br />Avenue, also for the purpose of optimizing development of private property along <br />County Road B, the study was to suggest control of access points and traffic move- <br />ments so as to allow for safe and efficient traffic movements which would be in <br />interests of all private property owners in the area and the Village of Roseville. <br />He indicated that from a design and development prospective the east side of the <br />Snelling and County Road B interchange is a separate and distinct problem from the <br />west side of the interchange. He stated that a tentative agreement has been <br />reached on the westerly half of the interchange design. It was his opinion that <br />concurrent approval of the interchange design for both the east and west side of <br />Snelling was not necessary. The west portion of the interchange design of the <br />State Highway Department is acceptable to the County and the Village with some minor <br />modifications. It is, therefore, recommended that the Village of Rosevi1le move <br />inunediately to approve the westerly portion of the interchange design and pursue <br />its early implementation. <br /> <br />Mr. Shennan Winthrop, Attorney representing Mr. Knutson, stated that the state <br />had advised him that they needed preliminaI)' approval on the interchange design <br />to proceed ahead with final plans. He, therefore, urged the Village to approve <br />the preliminary plans. Mr. Winthrop further indicated that he would like the <br />opportuni ty to review the recommendation of Mr. Anderson as to temporary frontage <br />roads, etc. <br /> <br />Discussion <br /> <br />Mr. Vern Johnson felt that the other effected parties in the area of the inter- <br />change should have the opportunity to be heard before any final decisions are made <br />on the interchange development. <br /> <br />Recorrnnendation <br /> <br />Mr. Kellett Moved and Mrs. Demos Seconded, that Richard Knutson's request for special <br />use permit for a service station at 2151 North Snelling Avenue be laid over until <br />the next regular Commission meeting and that tile Corrnnission recommend that the Village <br />Council establish a joint meeting of the Cotmcil and the Connnission to discuss the <br />proposed interchange. Roll Call, Ayes: Demos, Kellett, Go Johnson, V. Johnson and <br />Pope. Nays: None. <br />
