<br />Roseville Planning Commission Minutes <br />April 5, 1972 <br /> <br />The April 5, 1972, regular meeting of the Roseville Planning Commission <br />was called to order by Chairman Pope at 7:30 P.M. <br /> <br />Members present: G. Johnson, V. Johnson, Demos, Eagles and Pope. <br />Membrez and Kellett arrived at 7:35 P.M. <br /> <br />Members absent: None <br /> <br />Others present: Councilman Albert Grauel, Public Works Director <br />Sherman Goldberg, Midwest Planning representative <br />Dick Dwinell and Administrative Assistant Steve North <br /> <br />Approval of Minutes <br /> <br />Mrs. Demos Moved and Mr. Eagles Seconded, that the minutes of the regular <br />Commission meeting of March 1, 1972, be approved. Roll Call, Ayes: <br />G. Johnson, V. Johnson, Demos, Eagles and Pope. Nays: None. <br /> <br />Planning File 629 - <br /> <br />Zimmerman Realty Request for rezoning from R-l <br />to B-l-B, special use permit and variance to height <br />limitation and setback at 2350 North Snelling Avenue <br /> <br />Presentation <br /> <br />Mr. John Daubney, attorney representing the applicant, briefly discussed <br />the history of the application. He pointed out that the application had <br />originally been before the Planning Commission in August, 1971. The time <br />lapse was due to the fact that the applicant has been waiting for a final <br />decision from the State of Minnesota as to whether or not the flowage <br />easement on the property would be reconveyed. The State has indicated that <br />they would be agreeable to establishing the limits of the flowage easement <br />as outlined in the report of Banister Short Elliott Hendrickson and Associates <br />dated 11-16-71 and reconveyance of same to the Village. This would <br />establish the westerly limits of the flowage easement at approximately 465 <br />feet west of the 1/4 1/4 line at Section 10 (Pascal Avenue). The Minnesota <br />Highway Department is preparing said agreement. Therefore, Mr. Daubney <br />stated that the original proposal has been changed in its concept because <br />the buildings can no longer be located as close to the lake as previously <br />proposed. <br /> <br />Mr. Daubney indicated that the present proposal is no "pie in the sky" <br />idea. The applicant has a franchise. (Sheraton Inn), management <br />(Mr. Noble, current manager of Sheraton Inn in Bloomington), and contractor <br />(Adolfson and Peterson). Mr. Rafferty, architect, presented several slides <br />which compared the original development proposal with the present one. The <br />major changes being the moving of the motel unit to the westerly portion of <br />the property, the elimination of retail and convention facilities, the <br />detachment of the proposed office building from the motel complex, and <br />the elimination of the tiered parking as originally proposed on the westerly <br />portion of the property. <br /> <br />The first phase of the proposed development would include a 7 story motel, <br />restaurant~ enclosed pool and meeting rooms. <br /> <br />The second phase would consist of an eight story office building. <br />
