- 5 - Mr. Bob Pope stated that he felt the project before the Commission was well conceived and that it would be a good development. He stated that he was torn very deeply by the socio-economic problems which are also involved in an application of this nature. Mr. Archie Eagles indicated that the Commission should be considering the application on its merits and not be involved with how the application is going to financed or taling about the people who are going to live there. He felt that the development as proposed was a good one. Mr. Vern Johnson indicated that the Commission cannot divorce itself from the fact that the proposal will be financed by "236" funding. He indicated that he was opposed to the losing of the property tax under the program. Mr. Kellett indicated that he felt the development was a good proposal. He indicated that he would vote in favor of the development. Recommenda ti on Mr. Eagles moved and Mr. Kellett seconded, that the Commission recommend approval of Michels Construction request for rezoning from R-l to R-3A and special use permit for planned unit development at 1400 West County Road C-2. Planning File 698 - Richard Unger Preliminary Plat "Unger Addition" 526 South Owasso Boulevard. Presentation Mrs. Unger indicated that she proposes to plat the property into 10 single family lots. The plat is bordered by the Heinel Drive and South Owasso Boulevard. Recommenda ti on Mr. Eagles moved and Mr. V. Johnson seconded, that the Commission recommend approval of Richard Unger's prel iminary plat "Unger Addition", 526 South Owasso Boulevard. Roll Call, Ayes: Membrez, Demos, Eagles, Kellett, G. Johnson, V. Johnson and Pope. Nays: None. Planning File 696 - Russell S\^/anson prel iminary plat 115\^1anson Shores" at 599 South Owasso Boulevard. Presentation Mr. Swanson indicated that he plans to plat the property into 17 lots, 5 of which are on Lake Owasso. Recommenda ti on Mr. Membrez moved and Mr. Eagles seconded, that the Commission recommend approval of Russell Swanson's preliminary plat "Swanson Shores" at 599 South Owasso Blvd., with the condition that a drainage easement be provided along the south line and north line of Lot 2 thru 5, Block 2, and Lot 6 thru 10, Block 2 as stipulated by the Village Engineer.
