<br />-4- <br /> <br />Mr. Darryl Jodeck, 2800 Hamline, stated that he was in favor of the development. It <br />would provide for a good mix of housing in the Village. <br />Mrs. Hilbert, 2895 Hamline, read a prepared statement on behalf of the organization <br />"Churches on the Move for Equality", indicating that they support and encourage the <br />Roseville Planning Commission to make recommendations which will make it possible <br />for Roseville to provide opportunities in housing for families in the $7,000 to <br />$10,000 income range and for elderly who find themselves on fixed incomes. Mr. Hilbert <br />also indicated that she and her husband, although not supporting rezoning of this <br />property for conventional apartment buildings, do support the rezoning to permit di- <br />visified housing for people now excluded from living in Roseville because of high hous- <br />ing and land costs. She indicated that it was her hope the Planning Commission would <br />recommend the rezoning of this property for the proposed planned unit development. <br />George Ann Hall, President of the League of Women Voters of Roseville, consisting of <br />73 members, speaking on behalf of the League, indicated that the implementation of <br />equality of opportunity for access to housing depends not only on non-discriminatory <br />practices, but also on the availability of an adequate supply of housing for low and <br />moderate income families. Roseville should provide a range of housing types and hous- <br />ing types within neighborhoods to provide for people of all income levels, ages, ra- <br />cial and ethnic groups and to insure a range of social experience. <br />A representative of the Social Committee of Advent Lutheran Church, 3000 Hamline, ex- <br />pressed their support for the development of low and moderate income housing within <br />the Village of Roseville. <br />Bob Born, 2135 Midlothian Road, was concerned as to why this particular parcel was so <br />important fo-r the development of "236" housing. <br />Mr. Lloyd of 2922 North Simpson expressed his support for the project and indicated <br />that we all have the responsibility to be our "brother's keeper". <br />Mary Hope, 1080 West County Road C-2, speaking as a board member of the Urban Affairs <br />Commission of the archdiocese of St. Paul indicated that the Commission acts as a non <br />profit sponsor of similar housing projects in Red Wing, Northfield, St. Paul and <br />Minneapolis. She called on those who would obstruct this development for limited or <br />moderate income persons in Roseville or anyplace else without ~ourse other than a de- <br />sire to maintain the exclusive character of the community to cease and desist in the <br />name of justice for all. <br />Don Messerly, 2935 Sheldon, inquired if the residents of the development would all be <br />from Rosevi 11 e. <br />~1r. Sommers indicated that historically "236" developments draw from the area around <br />the development. <br />Mr. Michels indicated that there is no way he can assure that all residents would <br />come from the Village. <br />Mr. Membrez indicated that he was not ready to vote on the application. He felt that <br />too many facts had been thrown at the Commission and there were still too many ques- <br />tions in his mind to vote intelligently. <br />Mrs. Demos indicated that she was concerned by the fact that the Commission was being <br />forced to make a black and white decision. That if she cast a "no" vote on the appli- <br />cation, it would mean that she was against the poor. She indicated that this was not <br />the case. Mrs. Demos agreed with Mr. Wonnizak in that she was concerned with the vact <br />that a lot of the government subsidy programs in the housing field were not working <br />and that she wanted to be more fully aware of the implications of all the programs. <br />Based on the situation as it exists today, she would have to cast a no vote on this <br />application. <br />Mr. George Johnson indicated that we are discussing a 40-year committment to no more <br />than a half property tax on the property. He indicated that this concerned him a <br />great deal and that he would be more apt to support a rent supplement program. <br />
